    Gibo praises PNoy gov't response to 'Pedring'

    MANILA, Philippines - Former Defense Secretary Gilbert Teodoro praised national government agencies for responding quickly to the problem of massive floods after Typhoon Pedring hit Central Luzon.

    Teodoro, who handled rescue and relief efforts after Tropical Storm Ondoy in 2009, said there has been a lot of improvement in the national government's response to calamities.

    "Marami naman silang ginagawa. Sa response, mabilis. Secondly, ang laki ng pondo ng gobyerno ngayon. Sinabi ni [Presidential Assistant for Climate Change Elisea] Gozun, they are putting funds into disaster risk reduction and also capacity-building of national government agencies," he told reporters at the Ateneo de Manila University Professorial Schools at the Rockwell Center.

    Teodoro also praised government agencies for improvements on coordinating disaster response and relief efforts. He said that while local government units are the primary responders to disasters, they can also be overwhelmed, which is what happened during Ondoy and Pedring.

    "How can the LGUs respond when most of the municipalities are under water? Even the designated evacuation centers were also under water," he said.

    The former defense chief, meanwhile, backed calls for a National Land Use Act that would ensure that informal settlers do not live in hazard zones.

    "Sa local government ngayon, they have land use planning already. They have zoning ordinances and land use ordinances and geohazard mapping. However, Gozun says this must be national because these disasters transcend local boundaries. Importante ito," he said.

    He also urged the national government to start making plans for disaster risk reduction.

    "In 30-50 years, mag da-dry up ang Mindanao. Dapat ngayon pa lang pag-usapan na kung saan maglagay ng water catchments at mga dam," he said.

    bati-a pud ana para sa mga sundalo oi. Even though naay questionable ang uban dha sa higher echelon sa AFP, he shouldn't have responded like that regarding the recent clash in Basilan. Bisan gani sa U.S. nga mas unpopular ang gubat sa ilang militar, you don't see leaders showing dissatisfaction to the entire armed forces, as a whole. PNoy has the right to show disapproval to a few particular officers, but to the AFP as a whole is wrong and dangerous.

    PNOY is the wrong president for the Philippines. how many times have this happened where he is nowhere in times of crisis. Luneta Hostage crisis?? the typhoons that battered luzon?? and the recent mindanao ambushes of govt soldiers?? WHERE IS HE?? though a lot of people would say propaganda effect ranang pakita2 sa tv. arun ingnun kunohay. but though how negative others think about it, there is a sense of morale boosting on that part. after the soldiers swept camp abubakar in 2000, i really commend erap being with the soldiers and having a boodle fight with them. thats a big morale booster for all soldiers. after all you are the commander in chief, its best you show your support for your soldiers.

    pero si PNOY, hahay ambot lang. imbis supportaan ang sundalo, iya man nuon gi blame sa recent events karun sa mindanao. what a nice president we have....

    Mr President, unsa nman na imo giingon nga on process nga peace talk with the MILF... it seems like it's not effective.. look what happened now, the ambushed in Mindanao, so pity young soldiers... it must be an all out war. stop that uneffective decision Pnoy.

    The MILF is known for breaking cease-fire. When will PNoy understand this. He talks peace, the MILF stabs the AFP in the back then he puts the blame on the AFP. WTF? How he handled the crises makes him seem like a fair-weathered president. Always there to trumpet "achievements" and never to be found, not taking the helm during the rough.
