Those bystanders are too preoccupied w/ the law while the garbage collector was preoccupied w/ conscience & compassion and that made her emotionally sane.

You move the victim if it stops breathing to administer CPR and if the victim is in danger of getting more injured.
In case of this little girl the best would be to block the road (divert traffic) and monitor vital signs until the Ambulance arrives.

Kung naay madagma dha sa imong atubangan samtang galakaw ka, daghan mong glakaw, are you likely to stop and offer your hand para makabarog sya? Many dili, m-tan-aw ra. Looy, pero widespread phenomenon ni. Devastating in this case sa bata. Psychologists have been studying this behavior and doing experiments para ma-lessen ni sya.
