Si SPO1 Mikie Espina, ang imbestigador sa Talisay City Police Station nga nahinabi sa dySS Super Radyo niingon dunay sakit nga nervous breakdown si Emmanuel hinungdan nga usa kini sa ilang gitan-aw sa krimen.
Matud niya nga sa ilang pag-abot sa lugar, ilang naabtan ang mga biktima ug lakip si Emmanuel kinsa nagpusil dihang naabot ang mga niresponding kapulisan.

Nabantayan sa mga nagpakabanang silingan nga dunay dautang nahitabo sa pamilyang Ponce, sanglit ang bata diha sa gawas nga wa sa kaugalingon ang panglihok niini hinungdan nga ilang giduol ug gitabangan.
Ang bata nipahibalo sa iyang mga silingan nga gisugo siya sa iyang amahan nga ipahibalo ngadto sa kapulisan ang nahitabo sa ilang pamilya nga iyang gipatay hinungdan nga gihatagan siyag kahigayunang mabuhi.
Tungod niini, dali nilang gipahibalo ang kapulisan sa insidente ug gituyokan sa mga tawo ang panimalay sanglit naa pa sa sulod sa panimalay ang suspetsado.
Pag-abot sa mga pulis niabag usab kini sa pagsirkulo sa panimalay aron masigurong dili makagawas si Emmanuel, apan kalit lang nilang nabati ang usa ka sipang buto sa armas.

Gani dihang wala namakabalik sa pagsakay og barko si Emmanuel, kanunay nalang silang magka-problema sa iyang pamilya.
Gipalayas na siya sa iyang asawa kaniadto hinungdan nga nagkabuwag silang duha, apan nagbalik pag-usab, apan dili na sila magtupad sa ilang kuwarto inig pangatulog.

Ang mga silingan sa lugar mibutyag nga sa wala pa ang krimen nakabantay sila nga dunay nagdahunog sa panimalay sa Ponce, daw dunay mga tawong nagginukdanay sulod sa panimalay.
Wala magdugay, ilang nabati ang sunod-sunod nga buto-buto sa armas.
Nahibaw-an lang dihang nigawas ang 13 anyos nga anak nga tulala.
Ang bata daling gisagop ni Bokal Julian Bacus Daan, diin pipila lang kametros ang gilay-on sa panimalay niini gikan sa panimalay sa pamilyang Ponce.
Hinuon, kagahapon ang bata gikuha na sa iyang kabanay ug gipaubos sa counseling sa mga sakop sa Department of Social Welfare and Development (DSWD) tungod sa trauma niini.
Nakuha gikan sa crime scene ang .45 kalibre nga armas nga maoy gigamit sa suspek sa pagbuhat sa krimen, 2 ka live ammos, 2 ka slugs ug pito ka mga kabhang.

Man kills family, helper, then self
CEBU, Philippines - A retired seaman killed his wife, three of their children and their helper before turning the gun on himself yesterday morning in Tabunok, Talisay City.
The massacre took place in Palm View Village, in an interior portion of Barangay Tabunok in the southern city.
Emmanuel Ponce, 55, reportedly shot his wife, Melinda, 53, dead using a caliber .45 pistol.
The couple reportedly had an argument in their house after Melinda arrived from a sportfest.
Melinda, a runner, who has topped her age group in two recent ultra marathons in Cebu, was the branch manager of Banco de Oro Taboan branch.
The other fatalities were identified as their daughters Elaine Grace, 26, and Heather Joy, 25 and son Emlin, 18.
The youngest child, a 14-year-old daughter, was spared as she was told by her father to go out of the house.
Also killed was their helper Anastacia Deniega, 30, a resident of Barangay San Isidro of the same city.
Melinda was shot on the head in their dining room. Deniega, who was shot on the left side of her chest, also died at the dining room and police believe that she was shot after Melinda.
Heather Joy, a radiologic technologist, was found at the living room also with a gunshot wound on the head. She was with her brother, Emlin, who is a nursing student. Emlin also succumbed to a gunshot wound on the head.
Elaine Grace, a call center agent, was found on her bed also with a gunshot wound on the head.
She was still alive when the Talisay Rescue Emergency Action Team reached their house and was rushed to the Talisay City District Hospital but was declared dead on arrival.
Elaine was a nurse.
Emmanuel was found dead at their dining room where he shot himself on the head.
Neighbors said that the couple has long been having problems with their marriage after Emmanuel lost his job as a seafarer about ten years ago.
The remains of all those who died have been brought to the St. Peter Chapel along Imus Ave., Cebu City for autopsy.
The pistol was brought to the Philippine National Police Crime Laboratory for ballistic examination.
It wasn’t known yet as of press time if the gun was licensed. The police said that they will check with the Firearms Explosives Security Service Agency and Guards Supervisory.
Investigation
Insp. Ricardo Echavez, chief investigator of the Talisay City Police, said that they received a telephone call from Ritchel Bacaltos, the Talisay City Administrator and who is a neighbor of the family, informing them of a shooting incident about 8:24 in the morning.
Echavez said that PO1 Jude Enemecio and PO1 Jovie Antipolo, who primarily responded the incident, heard gunfire from inside the house, which prompted them to call for back-up.
When the team of SPO1 Mikee Espina arrived, the police saw the youngest child crying and was being comforted by neighbors.
Espina said that the front door of the house was locked and windows were closed and they had to break the door on the left side of the house to enter and were greeted by the sight of the fatalities.
The pistol was still in the hand of Emmanuel when it was recovered by the police. Two live ammunition, seven empty shells, three slugs, and a metal fragment were also recovered at the crime scene.
The police said that Melinda, who just got home after taking part in a running activity, which was part of their company sports festival, was eating when she argued with her husband.
“Namainit tingali ni kay didto pa ma’y bingka sa lamesa,” Espina said.
However, nobody really knew how the others were killed because none of their neighbors noticed a commotion and what they heard were only bursts of gunfire.
Confession
According to lone survivor of the massacre, Echavez said, she woke up from her sleep after hearing several gunshots inside their house.
She said that she ran out of her room and saw Heather lying on the living room while her brother Emlin was kneeling before their father.
At the dining area she saw Deniega and her mother, whom she failed to recognize at that time.
She added that her father was sitting on a chair and told her, “gawas didto day kay ikaw ra’y mabuhi, magpakamatay ko, pagtawag og pulis.”
At this juncture, she ran outside their house and heard a last gunfire.
Marathoner
The Sports and Fitness Enthusiasts (SAFE) led by Joel Baring is planning to hold a run in memory of the tragic death of ultra-marathoner, Melinda.
She was described as a ‘late bloomer’ in the sport of running. She bagged the front Runner Magazine’s Warrior 50 Ultra-marathon this year. She joined the first ultra-marathon last year and became second to a foreign entry in this year’s 65 kilometers ultra-marathon. — /NLQ (THE FREEMAN)
Coast Guard, Aquino to award Cokaliong
CEBU, Philippines - The Philippine Coast Guard is awarding Cebu-based Cokaliong Shipping Lines for the heroism of its crew on the M/V Filipinas Cebu in rushing to the aid and rescue of those on board the Trans Asia Malaysia of Trans Asia Shipping Lines, which sank off Iloilo last July 31.
The awarding is set for tomorrow, October 18, as part of ceremonies celebrating the 110th founding anniversary of the Philippine Coast Guard.
President Aquino will hand out the award while Chester Cokaliong, founder, CEO and COO of Cokaliong Shipping, will receive the award on behalf of his company and crew.
Cokaliong received a similar award recently from the Maritime Industry Authority. He has also been named Entrepreneur of the Year by both the Cebu Chamber of Commerce and Industry and the Province of Cebu during its Garbo sa Sugbo Awards. - THE FREEMAN
Seven councilors to visit sister city in California
CEBU, Philippines - Seven Cebu City councilors are set to travel to the United States next month to visit Cebu City’s sister city, Salinas, in California, on Nov. 6 and 7.
Salinas City established sister relations with Cebu City on May 18, 1964 through Salinas City Council’s Resolution No. 5233. Cebu City’s Salinas Drive in Barangay Apas is named after the city.
Members of the council will visit Salinas to “renew and enhance the sister-city relations and broaden their knowledge and perspective through gainful firsthand experience of some best practices in legislation and governance.”
The councilors whose travel was authorized by the city council last week are councilors Raul Alcoseba, Alvin Arcilla, Ronald Cuenco, Jose Daluz III, Edgardo Labella, Augustus Pe Jr. and Richard Osmeña.
“It is our hope that we would be given the chance to travel outside the country as we share your fervor to advance our knowledge and broaden our perspective in the furtherance of our capability as public officials,” the councilors told the mayor in their letter to the mayor asking for the approval of the official trip.
Mayor Michael Rama has approved the travel.
The council authorized to charge their expenses to the Legislative-Foreign Travel Fund which has almost P1 million in funds.
Meanwhile, the City Council also authorized the payment of P360,000 for a one-year membership for the mayor, vice mayor and all 18 councilors with the Cebu Holiday Spa.
During last week’s session, the council authorized Rama to sign the contract with Cebu Holiday Spa for the annual membership fee of city officials amounting to P18,000 each.
At P18,000 a year or P1,500 per month, the city council is already entitled to full use of the fitness center’s facilities such as the gym, boxing ring, swimming pool, jogging track, wall climbing facilities and group exercise sessions.
They are also entitled to a free body fat analysis and fitness testing, free nutritional counseling, free use of the sauna, shower and the lockers.
They will also get a discount on massage services where they only have to pay P300 instead of P450 while a 10-percent discount is applied on other major services. The contract shall run from May 2011 to May 2012. - THE FREEMAN
Drivers could lose license, registration
CEBU, Philippines - The Commission on Audit has strongly recommended that the Land Transportation Office suspend the confiscated driver’s licenses and revoke the vehicle’s registration of those apprehended for various traffic-related violations but just ignored their obligations beyond 15 days.
The state auditors cited a provision of Section 29 of Republic Act 4136 or the Transportation and Traffic Code, which provides “Failure of the driver to settle his case within 15 days from the date of apprehension will be a ground for the suspension and or revocation of his license.”
COA also said the revocation of the certificates of registration of those vehicles whose plate numbers had been confiscated by law enforcers for specific violations is contained in the directives of the Department of Transportation and Communications.
According to COA, the LTO should exhaust all possible means to find out from the agency’s electronic data base whether the erring drivers were able to renew their licenses or to determine whether those vehicle owners continued to use their units.
The strategy of some drivers once apprehended for violations that impose a huge amount of fines, they just apply for a new driver’s license, which is a violation under the provisions of Republic Act 4136.
To secure a new one, erring drivers use different names because the existing equipment at the LTO cannot detect duplication of licenses based on photographs of persons, but only those with similar names and other information.
COA said in 2010, there were 19,038 unclaimed driver’s licenses and 12,267 confiscated vehicles’ plates in different LTO branches nationwide that were not claimed by its owners.
It did not mention how many of them are from Cebu and other parts of Central Visayas.
There are many vehicles traversing the streets sporting improvised plates with three letters preceding numeric digits indicating that the LTO already issued them the original plates.
When vehicle owners use temporary plates, they should first secure a permit to use the improvised plates, otherwise the driver of the vehicle will be apprehended and his license will be confiscated.
“It appeared that LTO has not taken initiative to address the subject unsettled cases as manifested by the rising number of unclaimed confiscated plates, which the registered owners seemed to have taken no interest to claiming them,” COA added.
Violations that lead to the confiscation of licensed plates include driving vehicle without a hand brake, dirty or dilapidated plate numbers and others.
Meanwhile, COA also directed the cashiers of LTO in Central Visayas, including those in Cebu City, Mandaue and other branches, to deposit their collections the following day because the state auditors have observed that they are not following the prescribed procedures. - THE FREEMAN
COA says CPA bus rentals "excessive"
CEBU, Philippines - The Commission on Audit (COA) has recommended for the Board of Commissioners of the Cebu Port Authority (CPA) to make representations with shipping companies in providing transportation facilities to ferry passengers to their departing vessels.
In 2010, the CPA spent millions to pay for eight air-conditioned private buses at six hours per bus daily to transport passengers from port terminals to departing vessels.
The 2010 report of state supervising auditor Naomi Medici which was approved by COA-7 Regional Director Delfin Aguila pointed out that CPA’s hiring of buses was excessive and has violated the provisions of COA Circular No. 85-55A.
Under the circular, excessive expenditures signify unreasonable expenses incurred at an immoderate quantity and exorbitant price.
On occasional basis since 2007, the CPA hired buses for a limited number of hours and days in a week to augment the five existing buses during passenger’s peak season.
An audit on rental expenses showed that from January to June 2009, the CPA spent P1,280,720 for bus rentals, and during this period, only 2 to 4 buses were hired every month for 3 to 4 hours daily at an average monthly rental of P213,453 for 1,180 hours.
From July to December 2009, the state auditor said the CPA rental rose to P5,236,504 for the 4,891 hours serviced, which is an average monthly rental of P872,751.
“There was an increase in monthly rental of P659,298 from last semester’s average monthly rental due to the hiring of seven buses daily,” the report read.
Furthermore, the audit of rental expenses from January to June 30, 2010 also showed that CPA pays P6,974, 856 in bus rentals, which has a monthly average of P1,162,476 for 6,302 hours.
It increased the average monthly rental by P168, 577 since December 2009, the state auditor observed.
Of the five buses, only three were functional and used in port operations while the two buses were non-operational since June 2009. COA also recommended for the management to maximize the utilization of existing CPA buses that are in good running condition as well as for the immediate repair of the defective buses in order to save on bus rental expenses.
Based on the passenger traffic yearly report for the first semester of 2010, it took them 104 trips per day to transport passengers from port terminals to departing vessels during regular season which is in February and March, and 156 trips during peak season in January, April, May and June.
But COA said that the distance from port terminals (pier1 and 3) to the departing vessels is less than 150 meters and not more than 100 meters at the 5th street in Pier 1 and 3 port terminals.
“There was more or less 50 hours in excess in the services of rented buses, net of the hours actually serviced by CPA buses, and likewise excess of 4 rented buses per day, taking into consideration the full utilization of the 3 functional CPA buses at the port,” the state auditor said in an official report.
Also, the state auditors observed that bus drivers and CPA drivers were servicing passengers of vessels with varying departing schedules which led to the excess in buses rented and hours rendered.
COA recommended for CPA to evaluate their statistics of passenger traffic report to determine the volume of passengers and the schedule of departing vessels to determine actual hours and the need for buses on a particular day and time.
The management of CPA explained that the terminal fees earned from passengers have the component of safety, security and maintenance of port facilities.
“Safety, security and convenience for the riding public is one of the thrusts of the Authority. It is for this reason that we ventured on this bus transport system to shuttle passengers to their respective vessels. This is an added amenity for the passengers, considering that we collect terminal fees from them,” CPA administrative manager Perlita Jumapao said.
The CPA management also informed COA that they already reduced bus rental expenses to P3 million from July to December 2010 by limiting the number of hours and buses hired.
“We will conduct study of what approach to adopt in order not to jeopardize the safety of the passengers,” they said. - THE FREEMAN
