    Shell announces rollback in fuel prices

    MANILA, Philippines - Pilipinas Shell Petroleum Corp. on Monday announced a rollback in the pump prices of its fuel products.

    Effective October 11, 12:01 a.m., Shell's diesel price will go down by P0.40 per liter

    Its kerosene price will be rolled back by P0.30 per liter, while regular gasoline will be cheaper by P0.75 per liter.

    However, Shell is also raising the pump price of its unleaded gasoline by P0.30 per liter.

    Where is the economic progress pledged by Noynoy and those Public-Private Partnership (PPP) projects he said would be the cornerstone of his economic agenda?

    It has been 14 months since he promised that major infrastructure development funded by an equal share between government and the private sector would spur economic growth, but except for one or two projects which are even inherited from the previous administration and are being passed off as part of the PPP effort of Noynoy, not one stone of the supposed flagship projects has been set up.

    The lack of a clear plan for the PPP hype is becoming very evident with the long lag in starting the bids for these projects. Consequently with the delay in the PPP projects, coupled with the show of incompetence by withholding fund releases, the economy is on course to grind to a halt.

    Last April, the budget posted a P26.258 billion surplus which was a level unseen in the past 20 years.

    The surplus, however, was achieved at the expense of withholding disbursements on basic services. Government spendings totaled P461.35 million in the first four months which was widely below target.

    The low spending level of the government translated to weaker economic activities and by the second quarter its effects manifested on the economy as growth in the gross domestic product (GDP) skidded to 3.4 percent from eight percent a year ago. The low growth in the second quarter compared poorly with those of the country’s Asian neighbors such as China’s 9.5 percent growth, Indonesia’s 6.5 percent, Vietnam’s 5.7 percent, and Malaysia’s four percent in the same period.

    The flagship PPP projects consist of some 30 major infrastructure projects slated to be built within the year but were mired in having low investor interest and suspicions of irregularities.

    A key hurdle on the PPP projects that investors have been citing is the still unresolved compensation dispute over the new airport terminal filed by German airport operator Fraport AG and its local partners. The previous administration expropriated the project, citing irregularities in the build-operate-transfer (BOT) contract between the government and the airport consortium led by Fraport.

    Fraport had complained that Arroyo officials demanded bribes in exchange for the settlement of the compensation case which had reached international arbiters in the United States and Singapore.

    Aquino who has been trying very hard to create an image opposite that of Arroyo, surprisingly sided with her on the issue and has thus far taken her line of refusing to negotiate an amicable settlement on the compensation case.

    Aside from that, however, is the failure of the administration of Noynoy’s unalloyed incompetence.

    Economists are crying inefficiency against the administration of Noynoy. UP School of Economics Prof. Benjamin Diokno, for instance, said the Aquino administration has missed out on opportunities from wide public support at the start of his term.

    “Aquino and his men should accept responsibility for missed opportunities,” he said.

    The Asian Development Bank (ADB), in a recent study said lack of transparency was among the stumbleblocks of PPP projects.

    It noted that this was apparent in the Ninoy Aquino International Airport Terminal 3 BOT contract.

    The ADB said the poor results in the PPP projects were surprising considering that the Philippines was the first developing country to have a center dedicated for such projects.

    “Everything is available on paper but, in reality, is lacking. Processes are not transparent, not competitive, and not robustly prepared,” according to the ADB study.

    The ADB said businesses in the Philippines had shunned PPP projects because of unclear policy and regulatory frameworks, a cumbersome government approval process, and a lack of bankable projects.

    Other impediments, such as controversial judicial decisions, also constrained PPP growth, the lender said, adding that problems surfaced when the projects were already operational.

    It is apparent that Noynoy has not hurdled lingering perceptions of corruption and inefficiency of the government among foreign investors, another reason for the failure of the program to take off.

    Without a competent pilot, an aircraft will remain on the ground.

    Words and even a lot of those will not make it fly.

    Mikey Arroyo, wife post bail for tax evasion cases

    MANILA, Philippines (UPDATE) - The camp of Ang Galing Pinoy party-list Rep. Juan Miguel "Mikey" Arroyo posted bail Tuesday on the tax cases he and his wife, Angela, are facing before the Court of Tax Appeals.
    Arroyo's lawyer, Ruy Rondain, said he is posting P20,000 bail per charge or P60,000 for Mikey and P140,000 for Angela. He said his clients decided to post bail immediately to dispel speculation that they plan to leave the Philippines to escape the charges.


    "You voluntarily surrender to the court and post bail. They are willing to face the case against them," he told ANC's Dateline Philippines.
    Rondain said the cases filed by the Department of Justice against the Arroyos are not technically tax evasion but failure to file income tax returns. He also questioned the DOJ's decision to place the Arroyos in the immigration watchlist.


    He said the 2 are expected to appear before the court on November 9 for the arraignment.
    In a 28-page resolution dated September 16, 2011, investigating prosecutors Senior Assistant State Prosecutor Lagrimas Agaran, Assistant State Prosecutor Ma. Cristina Montera-Barot and Assistant State Prosecutor Mederlyn Mangalindan recommended the filing of 7 counts of violation of Section 255 of the National Internal Revenue Code (NIRC) against Mrs. Arroyo for failure to file income tax returns (ITR) for taxable years 2003 to 2009, and 3 counts of violation of the same section of the NIRC against Rep. Arroyo for failure to file ITRs for taxable years 2007, 2008 and 2009.
    The panel also recommended the indictment of Rep. Arroyo for 3 counts of failure to supply correct and accurate information in his tax returns for taxable years 2004, 2005 and 2006.


    The Bureau of Internal Revenue (BIR) filed tax evasion complaints against the couple in April for allegedly willfully and, with intent to evade paying the correct amount of taxes due government, substantially underdeclared their income for taxable years 2004, 2006 and 2007, and altogether failed to file the required tax returns for 2003 to 2009 for Mrs. Arroyo, and for taxable years 2005, 2008 and 2009 for Rep. Arroyo.


    The BIR placed the couple's total tax liability at P73.85 million.
    The BIR complaint stated that using the Net Worth Method (NWM) in tax investigation, it was found that there was "substantial underdeclaration" of their income for the subject period by more than 30% following a comparison made between the increase in the couple's net worth and their reported taxable income for the same period.


    Under the NIRC, an underdeclaration of at least 30% constitutes prima facie evidence to evade or defeat payment of taxes.

    Leave techguys alone. He seems to be the smartest among resident Pnoy supporters seeing how his posts are being "liked" left and right by every one of them. Considering he copy pastes nonsense materials quite often, I'd say he is a tad smarter than those liking his posts.

    The only thing he basically does is copy paste and click like buttons, has he ever expressed an opinion?
