    Customs seizes P100M worth of laptop computers

    MANILA, Philippines – An estimated P100 million worth of laptop computers in two container vans were caught by the Bureau of Customs (BOC) in the Port of Manila Friday morning, a Radyo Inquirer 990AM report said.

    Customs Commissioner Rufino Biazon presented to the media 3,915 units of Asus laptops from China declared by consignee OSRA Marketing as computer parts.

    However, Horacio Suansing Jr., deputy commissioner of enforcement group, said they obtained intelligence information that these were not really computer parts.

    When they opened the container vans, they saw the laptop computers instead of the declared computer parts, he said. The consignee faces charges for violation of the Tariff and Customs Code of the Philippines, the report said.

    NBI ordered to find missing P455-M ice machines

    MANILA, Philippines - Justice Secretary Leila De Lima has ordered the National Bureau of Investigation to investigate and locate 97 ice-making machines that were purchased for P455 million during the term of former President Gloria Macapagal-Arroyo, and that have since gone missing.


    De Lima’s order to NBI Director Magtanggol Gatdula, De Lima was based on a letter from the fisherfolk’s organization, Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas.


    The letter from Pamalakaya chairman Fernando Hicap, vice-chairman for Luzon Salvador France and Pamalakaya-Timog Katagalugan chairman Pedro Gonzalez urged de Lima to create an investigating panel or instruct the NBI to find the machines, which were purchased between September 2009 and June 2010.


    “The NBI is directed to verify the information and conduct a discreet investigation into the matter and to submit their findings and recommendations thereon as soon as practicable,” de Lima’s endorsement of Pamalakaya’s letter sai.


    The purchase of the machines was approved on September 2, 2009 and the contract awarded to Integrated Refrigeration System and Services (IRSS) as part of a Department of Agriculture program to build post-harvest facilities for farmers and fisherfolk.


    Pamalakaya claims the transaction was "extremely disadvantageous to the government" because the machines were allegedly overpriced by 100 percent, or P 4.6 million per unit instead of the standard P2.3 million per unit.
    Of 98 machines purchased, only one was delivered despite a promise of completion by June 2010.
