The President said the initial assessment he received showed that some P300 million is needed to restore the damaged infrastructure and help the affected people.

BOC files smuggling raps vs 2 firms

MANILA, Philippines - The Bureau of Customs (BOC) has filed smuggling charges before the Department of Justice (DOJ) against 2 importers of counterfeit products.

Charged for violations of the Tariff and Customs Code of the Philippines and the Intellectual Property Code were Graciano Tumabat and Joseph Espiritu, proprietor and customs broker, respectively, of Sarae Trading, which was found to have imported P5 million worth of counterfeit speakers masquerading as genuine "Konzert" brand speakers.

Also charged were Joel Macaraeg and Carlos Dacaymant, proprietor and customs broker, respectively, of Multikarat Enterprises which allegedly imported fake Energizer brand batteries amounting to P7 million.

Customs Commissioner Ruffy Biazon said that while the shipments' value may be considerably small, the impact of filing charges against both firms was big for consumers and investors alike.

"Ang impact nito ay proteksyon sa consumer. Yung over-all impact sa image at consumer protection ay malaki... The filing of these cases is an affirmation of the Philippines' commitment to the international community that we will not tolerate copyright and intellectual property rights infringements in this country," Biazon said.

"The bureau will file charges against those who will even attempt to trample not only with customs laws but other laws in general," he added.

Biazon further said that the "health and security of the public may be jeopardized if counterfeiting is left unchecked" since the effect on the public of counterfeit medicines, food, cosmetics, and vehicle parts may be highly dangerous.

Joining Biazon in the filing of charges were Deputy Commissioner Peter Manzano of the Revenue Collection and Monitoring Group (RCMG) and Run After the Smugglers (RATS) program officer-in-charge Peter Manzano, and Deputy Commissioner Danilo Lim of the Intelligence Group.

For his part, Lim said one of the biggest challenges of his team is to monitor scalawags inside and outside of the bureau.

"May mga binabantayan sa labas, dapat mayroon din binabantayan sa loob. Hindi naman nangyayari yan(smuggling) kung walang kakontsaba," Lim said.

While he is engaging the help of men in uniform from outside the bureau whom he has worked with in the past, Lim stressed the priority is to tap personnel from within.

"Yung mga nasa loob, kailangan i-tap yan kasi yan ang challenge sa liderato -- i-tap ang mga nasa loob," he said.
