Balay cleansing at Customs

It appears that a turf battle going on at the Customs bureau, involving the closest aides of Noynoy, with no less than the famed Balay and Samar factions in the Palace jockeying for control of the juicy agency, has been heating up lately.
The struggle apparently was one of the factors for the ousting of Customs Commissioner Angelito Alvarez and now the likely purging of Alvarez’s men at the Bureau of Customs (BoC).
An eight-man team of the Run After the Smugglers (RATS) program of the BoC, which is considered the key effort of the government against smugglers, was strangely placed under suspension by Malacañang when it should have been the call of Customs Commissioner Ruffy Biazon.
The Justice department was apparently also into the act as the suspension order passed through it, which resulted in the order acquiring a wider scope rather than a disciplinary measure within the agency.
The skirmish at the Customs bureau has been going on for sometime, as the Balay faction that has Noy troubleshooter Mar Roxas as head, used to hold the agency with a vice grip.
Now it seems that the Samar faction is trying to gain the upper hand at the BoC with a deft faction cleansing.
Alvarez, identified with Finance Secretary Cesar Purisima, for sometime, held on to the top Custom’s post though the intercession of Purisima, who in turn is a key Balay personality at the Palace.
Purisima, Alvarez and former Customs Commissioner Alberto Lina have close personal and business links through many companies they jointly control.
With Alvarez then as Customs head, the trio was said to have practically lorded it over at the agency.
It was Alvarez who filed the smuggling case against Sanyo Seiki Steel Corp., which in turn succeeded in having the RATS group suspended after the termination of Alvarez.
Apparently, this does not sit well with the other Palace faction as it is no longer the steel firm that is being run after, despite that smuggling case, but the RATS team.
Looks like one faction’s smuggling rats will be protectively in while the other faction’s smuggling rats will be out. They will still be smuggling rats though.
It also seems that the order would have to come from Malacañang as a display of who now lords it over the Customs bureau and which smuggling camps are now favored and given the mantle of Noynoy protection.
In turn, this would create a major headache for Biazon, the newly installed Customs head whose faction affiliation is indiscernible at the moment, although he is a Liberal Party man.
The Palace order was a clear encroachment on Biazon’s authority and the suspended RATS personnel would expect him to raise the issue on the questionable move to Noynoy.
Biazon then would likely be preoccupied with arbitrating between the factions within his agency rather than focusing on smuggling groups.
The current friction at the Customs bureau is nothing about clean government, reforms, straight path or any of the righteous crap that Noynoy has been mouthing from here to eternity. It’s everything about divisions within his fraction-filled administration and the war of attrition among the contending groups within his circle.
Eventually, the conflict among these groups will weigh down Noynoy as his administration self-destructs from internal squabbles.
The battle between the Balay and Samar factions, in turn, seems to be nurtured by Noynoy in the thought that keeping the conflict going gives him the upperhand in a system of divide and rule.
A huge mistake. For more than a year, the deleterious conflict among the factions in the Palace has resulted in Noynoy’s administration stagnating.
It would be stagnant now and in five years more.
