this thing brewing between Mandaue City and Cebu City is just not good for constituents of both cities and maybe they should sit down and get their acts together.

- first let there be a status quo while the talks are ongoing.
- leaders of both cities should find a win-win solution to this problem. It should be something realistic and doable. Realistic in the sense that the citizens of both cities (and maybe even neighboring cities and municipalities) are all from CEBU and will all benefit from a better organized system for the PUVs plying its streets.
- Review all existing PUV routes and it's impact on traffic and the road network.
- Establish better routes. Cancel all franchises and re.issue new ones based on the arrived solution.
- Have the will to impose and discipline not just the drivers, but also the passengers.

This can only be achieved if there is cooperation. If there is none, then anarchy on the streets will prevail, and everyone loses!
