    So the cat is out of the bag.

    If Noynoy can help it, there will be no Freedom of Information (FoI) law during his administration.

    His admission the other day of his administration’s unease in providing the public free access to information merely bared his absence of confidence in himself being a leader.

    Noynoy and his Malacañang apologists have insisted that the FoI bill is not needed since his administration is already transparent, which is both illogical and an insult to the public perception of transparency.


    Corruption is the biggest enemy of the transparency of public documents and that Noynoy stating himself to be against the FoI also uncloaked his pretensions and clear hypocrisy against corrupt practices.

    Noynoy also revealed his great fear about media and his critics stating that government data may be misused to weaken his administration. Evidently, it was also the fear of the yellow crowd around him that the FoI will merely expose their efforts to intrude in government as Noynoy says that a law is being crafted that everybody can live with, which, translated, means that the FoI is being diluted into being ineffective.

    In baring his total fear for the FoI bill in its current form which will compel government to bare nearly all documents imbued with public interest, Noynoy merely showed everyone all of his insecurities about the position he currently holds and the discomfort over critics and the media alike.

    More disturbing was his statement baring his perception that the media use facts differently, again employing his analogy about the half-empty, half-full glass. He noted that not one among newspapers states facts in the same way.

    Facts are stated in the same only through a controlled media and it is a free press and free enterprise that make for what Noynoy is complaining about.

    With the ideas coming out of Noynoy, the FoI that may come out of Malacañang in its mutated form as an order to control the media and free speech in the guise of protecting the public “from panic and harm” as the warped logic of Noynoy puts it.

    The public’s freedom to be informed is already enshrined in the Constitution and the FoI is merely the enabling act to fulfill these rights.

    Noynoy would be hard put wearing his mask of democracy while running scared of what the public may know about his administration and the people around him through the public’s free access to information.

    Presuming that indeed his administration is transparent, which is far from the truth, still the assertion that the FoI bill is not needed is so short-sighted since the law was not designed merely for his administration but to ensure the freedom of future generations of Filipinos.

    Noynoy also gave hypothetical situations in which free access to information would not serve public interest, such as the news of an epidemic that the government is trying to contain getting out to the public resulting in panic. To that, it can be said that Noynoy watches too much home movies.

    In reality, the people rely on news to keep them informed about their possible next step in times of emergency or disaster, which explains even in imminent catastrophes such as a storm or volcanic eruptions, up to the second, information is crucial.

    It is incomprehensible that during an epidemic attack, the government needs still to hide information rather than give this updated information.

    Noynoy also cited the restriction that Cabinet officials may face, for instance, in speaking before a Cabinet meeting since they know that everything they say would become public. Come off it, Noy, it does not happen that after a Cabinet meeting everything is divulged to the public.

    “In this country, there is a tendency of getting information and not really utilizing it for the proper purposes” would become a classic quote to define Noynoy.

    That statement is a picture of utter fear.

    Actually baliktad man ang nahitabo brad. I myself was watching the events unfold in manila (i was in marikina) during that time, mas nahatagan na hinuon ug leverage and media coverage si Gibo to show and prove himself. He was unconsciously given more exposure because of Ondoy, and he may have used that to his advantage which i don't find anything wrong with it..

    I haven't noticed anybody from any sector of the society blaming a specific person like Gibo or Pandak, some may have blamed the entire government itself. We blamed ourselves in manila because most of us lacked the discipline of proper garbage disposal..

    BIR’s top lawyer faces graft raps over lots, cars

    The Bureau of Internal Revenue’s (BIR) top lawyer himself has allegedly acquired real estate and motor vehicles way beyond his means to do so, the Department of Finance’s antigraft unit has charged in a complaint it filed in the Office of the Ombudsman.


    In the nine-page complaint filed Thursday, the DOF-Revenue Integrity Protection Service (RIPS) urged that BIR chief legal counsel Jose Ric A. Cabrera be placed under preventive suspension and be held administratively and criminally liable for failing to disclose assets acquired while in the internal revenue service.


    RIPS said the value of the assets that Cabrera failed to declare in his statement of assets, liabilities and net worth (SALN) were “disproportionate” to his income
    Based on a RIPS investigation, Cabrera was found to have not included in his SALN from 2000 to 2009 two parcels of land in Quezon City—one of which was estimated to cost P291,600 while the other was improved at P1.9 million.
    Aside from these, RIPS said the lawyer did not declare his acquisition of a 2004 Mitsubishi Space Gear and a 2008 Honda sedan—respectively valued at P660,000 and P370,000.


    “Respondent has consistently misrepresented in his SALNs from 2000-2003 that he had acquired only two motor vehicles, and only one motor vehicle from 2003 to 2009,” the complaint said.


    RIPS said the acquisition of the two vehicles that were paid for in cash was “clearly outside [Cabrera’s] legitimate means and finances” considering that his gross monthly salary was P26,203 as of June 30, 2009.

    Opposition solons slam ‘invisible President’


    Angry residents express outrage over the slow response of officials in charge of relief and rescue operations

    PRESIDENT Benigno Aquino III has not been seen since he got back from Japan even as the provinces of Bulacan, Nueva Ecija, Pampanga, and Pangasinan remained submerged in floodwaters.

    The public and affected residents were outraged by the slow response from the government in carrying out rescue and relief operations despite the absence of rain and after being under the scorching heat all day.

    They turned to lawmakers and the media for help.

    The floodwaters were caused by the opening of the gates of Angat, Ipo, Ambuklao, Binga, and Magat dams on Thursday to prevent the structures from bursting due to the breaching of the spill level, authorities said.

    The gates remained open Friday in anticipation of the massive rainfall of typhoon Quiel.

    National Power Corp. spokesman Dennis Gana denied that the opening of the dams caused the flooding in Central Luzon.

    Gana said the release of water from the dams followed strict water protocol and involved local government units and other attached government agencies.

    House Minority Leader Edcel Lagman said the President did not have to show up in the flood-stricken areas, but that he could have ordered his people to speed up the response.

    “We don’t expect the President to show up and survey the damage, but his people should have made his presence felt by way of carrying out speedy rescue and relief operations,” Lagman said.

    “The government should first ensure the safety of these people.”

    Lagman said if carrying out relief operations could not be done by land because any attempt would be hampered by the floodwaters, the relief goods could be sent by air.

    Zambales Rep. Maria Milagros Magsaysay blamed the Executive branch for the slow response.

    Magsaysay said Social Welfare Secretary Corazon Soliman chose to stay behind in the United States after joining President Aquino during his recent working visit.

    “The President has already come and gone from the US to Japan, and Soliman is still in the States for a conference even if her immediate attention was needed here because her department is one of the lead agencies at times of calamities,” Magsaysay said.

    She criticized some Public Works officials for supposedly presenting a tampered photo release that made it appear that they were “hands-on” in managing the flooding problem and that they were physically present surveying the damage caused by typhoon Pedring along Manila Bay.

    Malacañang finally issued a press statement late Friday saying President Aquino was not “fond of photo-ops.”

    yes you are correct net.. pero wala man tay mabuhat ana.. mao man nay naas balaod.. speaking of PAL issue the president's hand is tied.. wala siya mabuhat but to uphold the resolution of DOLE viz PALEA and management dispute.. the best thing that we cn do is to urge our lawmakers to repeal the contractualization law.. or some kind of that sort..
