Pimentel calls for probe into GMA cover-up of massive poll fraud in 2007
09/30/2011
Sen. Aquilino “Koko” Pimentel III yesterday called for an investigation into the alleged cover-up by former President Arroyo of massive fraud during the 2007 senatorial elections.
“There is sworn testimony that the former President was the main player behind the cover-up of the rigging of the 2007 elections,” Pimentel said.
The senator, chairman of the Senate committee on electoral reforms, was referring to the sworn testimony, dated Aug. 22, 2011 of former South Cotabato acting provincial election supervisor Lilian Suan-Radam.
Radam surfaced recently and revealed a grand scheme involving former Malacañang officials and former top officials of the Commission on Elections led by then chairman Benjamin Abalos.
Radam admitted she and several other election officers were given instructions to manipulate the results to favor the Arroyo administration’s Team Unity senatorial candidates.
Radam revealed that days after the 2007 elections, in Davao City, she was contacted by a certain Maj. Joey Leaban, assistant regional director of the Intelligence Service of the Armed Forces of the Philippines (Isafp) Region XII. Leaban assured her that the former President was “aware of (our) situation.”
Radam said Leaban told her that he was tasked to convey the former President’s assurance that the election cases filed by then senatorial candidate Koko Pimentel would be dismissed, and that she would be given financial assistance and legal representation.
Radam confirmed she received financial assistance for three years, and was provided legal counsel in the person of a certain lawyer Bon Tagum, a member of the law firm of Alberto Agra, who once headed the Office of the Government Corporate Counsel (OGCC) and was later appointed as Justice secretary.
Pimentel said the sworn allegations of Radam cannot be taken lightly and should be thoroughly investigated by his committee and the blue ribbon committee.
The senator from Mindanao said Radam’s revelations point to the involvement of powerful people because a regional intelligence officer alone could not have delivered on the assurances given to Radam.
“It is important to summon these personalities identified by Radam who took part in the cover-up of the massive poll cheating in 2007,” Pimentel said.
Pimentel had filed a case of election sabotage against Radam and former North Cotabato election supervisor Yogie Martirizar because of the discrepancies in the election results under their respective jurisdictions.
Radam has been placed under the witness protection program.
Meanwhile, the camp of former President Joseph Estrada yesterday expressed full support to the move that would look into the wealth of former President Arroyo.
Expressing the sentiments of former President Estrada, San Juan Rep. Joseph Victor “JV” Ejercito said the initiative of the Aquino government to take back the “wealth” it rightfully owns should be pursued and supported by the people.
“This is what the Filipino people have been waiting for,” Ejercito said yesterday.
Ejercito added the Arroyos had lorded over the financial system of the country in the nine years that they were in power.
“I hope that the Aquino administration will have the political will to delve into the finances of the Arroyos,” he said.
“Nakaw na yaman, ibalik sa bayan,” Ejercito stressed.
The San Juan lawmaker said his office is currently investigating the investments made by former First Gentleman Mike Arroyo.
He, however, refused to disclose where these investments are, except to say that these could run into billions of pesos.
Earlier, militant groups, including Bayan Muna and Akbayan, had separately filed plunder cases against former President Arroyo in connection with her alleged involvement in anomalous government projects and other funds misuse.
Among the plunder charges filed were concerning the NBN-ZTE deal; the P728-million fertilizer scam; the misuse of the intelligence funds of the Philippine Charity Sweepstakes Office; the alleged diversion of the P550-million Overseas Workers Welfare Fund, and the alleged anomalous sale of P1-billion property near the Iloilo City Airport.
The latest plunder case was in connection with the sale of three helicopters to the Philippine National Police, two of which were passed on as “brand new” when in fact they have been used by the Arroyos since 2004. With a report from Gerry Baldo

Aquino vows first case vs. Arroyo by November
by Joyce Pangco Pañares and Maricel Cruz
But the presidential spokesman admits the administration has yet to find a single piece of evidence linking the former President to wrongdoing
TOKYO (via PLDT)—President Benigno Aquino III said Tuesday night the government would file its first corruption case against his predecessor, now Pampanga Rep. Gloria Arroyo, in November, after his spokesman admitted they had yet to find a single piece of evidence linking her to wrongdoing.
“We will be filing one case after the other. We will start in November,” Mr. Aquino told reporters.
He said he intended to go after the principal player in the reported anomalous transactions entered into by the Arroyo administration to set an example.
“It is important to go after the very head—the one who committed the most [mistakes] clearly should be punished to set an example so that others will be afraid to do the same thing,” Mr. Aquino said.
He said the plunder cases against Mrs. Arroyo filed by various private complainants could also be consolidated to ensure an air-tight case.
He said his campaign against his predecessor was not a matter of letting bygones be bygones.
“The campaign now is to let bygones be bygones. I say, ‘Excuse me … I am a Catholic. If you commit a mistake, confession is not enough. There has to be penance because there was injury to the community.”
Earlier, Budget Secretary Florencio Abad, who heads the Palace good governance cluster, said Mr. Aquino was aware that his credibility hinged on his administration’s success in ensuring convictions.
The administration earlier suffered a setback after Mr. Aquino’s first act in office, the creation of the Truth Commission to investigate the charges of corruption against the officials of the Arroyo administration, was declared unconstitutional by the Supreme Court.
Mr. Aquino’s remarks seemed to clash with a statement by his spokesman, Edwin Lacierda, earlier this week that the administration had yet to find a single piece of evidence to prove wrongdoing by the former President.
What the administration had so far, he said, were people who were willing to share information on the anomalies.
Asked about the contradiction between the President’s announcement and his admission, Lacierda said the administration was “building up” the cases against Mrs. Arroyo.
“Things are moving on. We are uncovering evidence. We are continuing to search for evidence,” he said.
Earlier, the Aquino administration said it would file at least two major corruption complaints against the former President before the year ended.
The President said he wanted the corrupt officials from the past administration convicted by 2012.
“With a little cooperation from the Judiciary, we may be able to jail those people by next year,” he said.
“We will make those who committed sins responsible so they would not be emulated.”
