    not only that.. investors want the people they deal with to respect their contracts. too bad this president doesn't understand that. cancelling contracts left and right because he feels they are tainted by corruption without proving it first in court will scare investors away.

    that's why until today, despite harping public private partnership, they haven't been able to secure a single significant PPP infrastructure contract to this day. i think at next year's SONA noynoy will still be singing about PPP and we will still be dreaming about it. It's too bad investors aren't as stupid as the voters.

    yes they cancel the contracts but they still pursuing it for pnoy credits like the Northrail and NBN ... that PPP of Pnoy is a copy scheme of ADB which is not bad idea but i wonder no foreign investor is interested on it.

    The best solution for Investment in the country is 100% foreign ownership ... we are being monopolized by a very powerful family which control most of our industry ( ex. Lopez, Tan, Sy .. etc ), they are ready for the 60% share in dealing with foreign investor ... and who else can afford the 60% ?

    Opening the country in Open Economy can solve our employment problem no need na mag suroy2x ang presidente ... but i think it is still impossible will happen since this powerful family will lobby the congress and senate not to pursue the Charter Change ... sila ra gihapon mabulahan ...

(APC), Marubeni’s partner in the 400-MW Pagbilao power plant in Quezon, disclosed to the Philippine Stock Exchange that it has signed an agreement with Marubeni in Tokyo , Japan to formalize their intention to jointly develop, build and operate another 400-MW coal-fired plant.
    APC said the proposed plant is to be located within the premises of the existing 700-MW Pagbilao power plant. Estimated cost of the power plant is between $600 million to $700 million.


    Marubeni is part owner of TeaM , which, in turn, owns and operates the Pagbilao plant under a build and operate contract with the National Power Corp. (Napocor)


    Therma Luzon Inc. (TLI), a wholly-owned subsidiary of APC, on the other hand, is the independent power producer administrator (IPPA) of the existing Pagbilao power plant. As its IPPA, TLI handles the procurement of the fuel requirement and sale of the energy generated by the plant.


    Like the Pagbilao facilities, the new power plant will also run on clean coal generation technology using the circulating fluidized bed system to produce power with considerably less adverse effects to the environment.


    “We are very pleased to work with Marubeni at optimizing the capacity of the Pagbilao power station. This is part of our overall goal of providing power solutions that are competitively priced,” APC president and CEO Erramon Aboitiz said.


    “We expect to complete the power plant within 2015,” he added.
    APC is the holding company for the Aboitiz Group’s investments in power generation, distribution, retail and power services.



    Marubeni Corp. is involved in the handling of products and provision of services in a broad range of sectors. These areas encompass importing and exporting, as well as transactions in the Japanese market, related to food materials, food products, textiles, materials, pulp and paper, chemicals, energy, metals and mineral resources, transportation machinery, and offshore trading.


    The Japanese firm’s activities also extend to power projects and infrastructure, plants and industrial machinery, finance, logistics and information industry, and real estate development and construction.

    anti Pnoy are just bitter that their presidential candidate does not make it.. i can understand them, they are so sensitive to the supposed in-action and not right action made by the president, most importantly, their judgment of what is in-action and not right action/direction is heavily biased against noynoy since from the start.. kay bo go lagi tawn ning presidente karon.. that is why, they have found fault in noynoy's traveling abroad to look for investments, noynoy's giving goodwill money to Japan.. and many more..

    all these are just the right ingredient for the black propaganda to prosper.. sadly, they even considered themselves more privy to the situations that presented to the government, why more privy? since immediately they can call a measure wrong even without knowing all circumstances that surrounds a particular measure.. tanan sayop.. sila ray suheto..

    that's your mistake jack_bauer, you can't resist lumping all critics into one huge pile.

    1) Not everyone who criticizes Noynoy is against oil deregulation law

    2) Not everyone who criticizes Noynoy is against everything Noynoy does.

    3) Not everyone who criticizes Noynoy wants a revolution, that's why we are here discussing instead of out there protesting in the street.

    Black propaganda = lies. So by that definition you are the master of black propaganda, because most of your posts are only half-truths at best.

    I think I'm right when I say that someone who sees only the positive in everything Noynoy does and can't think of any shortcomings is just as bad, if not worse, than those who see nothing positive in anything he does. Both are problems of the same coin, one too pessimist the other too optimist, neither is realistic. This government makes many mistakes, so it's understandable that there should be many criticisms.

    The handling of hostage fiasco, the subsequent diplomatic bungle.. is that also black propaganda to you Jack? The continued blacklisting of the Philippines by HK government, is that also black propaganda? It's not black propaganda if you describe black as black. It's propaganda to call a TRAPO a savior of the Philippines... which is what you do so well Jack.

    And you are really a good example of the immaturity of the voters here and why our democracy keeps failing to uplift this country. In the U.S. even people who vote for Barack Obama and George Bush Jr. criticize their leaders when things aren't doing well. Because they are a mature democracy with many educated people who know can take criticism and know the difference between criticism and subversion. Here people act like just because they voted for someone they have to act like a fanatic and strike down any criticism without thinking if it is deserved or not. They just label everything black propaganda. Whats the use of democracy with fanatics like that around sometimes it sounds like hero-worship or god-worship of Noynoy like the religious fanatics who attack everyone who criticize their religion. It makes no sense but what the heck, that's the reality here in the Philippines.

    MANILA, Philippines - The Bureau of Internal Revenue (BIR) on Thursday filed criminal complaints against a rice importer and a lawyer for tax evasion, as well as 2 medical practitioners for failing to issue receipts, at the Department of Justice (DOJ).


    Businessman Nilo H. Alegado was accused of willfully evading taxes and deliberately failing to supply correct and accurate information in his income tax returns (ITR) for taxable year 2009.



    Alegado, whose business is involved in real estate rentals and rice trading, was slapped with a deficiency income tax assessment for 2009 in the aggregate amount of P102.94 million, including surcharges and interest.


    Alegado made rice importations worth P183.01 million based on National Food Authority (NFA) in 2009, but he only declared P3.41 million on his ITR and audited financial statements.


    Under the Tax Code, an underdeclaration of taxable income of more than 30% is considered as substantial underdeclaration and constitutes prima facie evidence of fraud tantamount to tax evasion.


    On the other hand, lawyer Danilo P. Cariaga was also accused of tax evasion. The BIR found he received P2.43 million as payment from the Metropolitan Waterworks and Sewerage System (MWSS) for legal services.


    However, Cariaga's ITR for 2007 showed he only declared a total income of only P220,456.22, which clearly showed that he failed to supply correct and accurate information in his ITR for 2007 by more than 30%.


    For his failure to declare all his income for 2007, Cariaga was assessed deficiency income tax in the aggregate amount of P1.39 million, inclusive of surcharges and interests. But since he failed to pay VAT on the MWSS payment, the BIR said VAT was assessed at P557,036.25, making his total tax liability at P1.95 million.

    Failure to issue receipts
    Meanwhile, a licensed doctor and an alternative medicine practitioner were found to have failed to issue official receipts by the BIR.
    Married couple Marcelle Marie Palanca Tan-Chen and SW Tenglee Tengsico Taan (aka Nigel T. Chen) were accused of various acts constituting violations of the provisions of the National Internal Revenue Code of 1997, as amended (Tax Code).


    Marcelle is a licensed medical practitioner specializing in pediatrics and has several medical clinics. She and her husband also have an alternative medicine business under "Life Force 1 Medical Clinic."


    After surveillance of the Life Force 1 clinic, the BIR found Nigel is not a registered taxpayer and has no business registered under his name. He has been using official receipts under his wife's name. The BIR also found only 2 patients were given official receipts while the clinic's appointment books recorded 920 patients.
    Because they did not issue receipts, the Tan-Chens accumulated revenues of P3.12 million in July and August 2011.


    Under the Tax Code, payments for performance of services not exceeding P1.5 million is exempt from VAT. In this case, the income received by CARIAGA amounting to P2.43 million is in excess of the said threshold amount, making him liable to VAT. However, he failed to file his VAT returns for 2007 and to pay the taxes due thereon in the aggregate amount of P557,036.25, inclusive of surcharges and interests.

    check al;l my responses and you'll find out i never consider the hostage fiasco BLACK PROPAGANDA, the HK blacklisting.. and most importantly, i never said that noynoy a TRAPO is a saviour.. what i am saying is we should never waste our chance, our little chance to transcend our political system from its rotten roots by means of capitalizing the renewed hope we are having right now.. - well atleast for me- i have that renewed hope..
