Cloning stops evolution.

Incorrect. Evolution is driven by mutation. If the clone is exposed to agents which will cause mutation, the offspring of the clone will still exhibit signs of genetic alteration, which in turn will be passed on to offspring and mutations in later generations will be exhibited.

If it's possible to clone animals, then it is obvious that humans can be cloned too. The "when" is when humans give the go signal to start cloning humans.
