    Noynoy gives ‘failed’ ARMM P40-B budget

    Government’s attempt, after two decades of devolving some of the Executive’s power by instituting the Autonomous Region in Muslim Mindanao (ARMM) and with the current Malacañang tenant constantly saying that the ARMM has been proven to be a failure despite the infusion of almost P124 billion from the national budget in the last 20 years, money in the tens of billions will still be splashed by the current administration to the ARMM.

    This admission was made yesterday by Sen. Franklin Drilon, the chairman of the Senate finance committee, as he disclosed that the Aquino government has provided nearly P40 billion in total allocation to ARMM, the highest in the history for the region.

    No more than 500,000 tons rice imports planned for 2012


    THE PHILIPPINES said on Monday its rice imports for 2012 will not exceed 500,000 tons, and it will not rush back into the market soon with expectations of a record domestic harvest this year barring weather disturbances.



    Improved irrigation systems, good rainfall through the year, and higher-than-expected output in the central Iloilo province -- part of a region that is the biggest rice producer -- put the Southeast Asian country on track to post this year a record rice crop.


    “There is a strong chance that we will exceed the 17.3 million tons,” Agriculture Secretary Proceso J. Alcala said in a televised media briefing, referring to the 2011 unmilled rice output forecast.


    He declined to give a specific level for the possible output.

    The country produced 15.77 million tons of rice in 2010.

    “I’m sticking to my earlier forecast that we will buy not more than 500,000 tons in 2012,” Mr. Alcala said, adding Manila was also on track to be self-sufficient in the staple by 2013.


    Unmilled rice production in the third quarter could grow as much as 22% from year-ago output of 2.65 million tons, he said.

    That slightly exceeds the August forecast of the Bureau of Agricultural Statistics of a 21.3% rise to 3.21 million tons for the September quarter.


    The Philippines, the world’s biggest rice buyer in recent years, slashed its rice imports this year to just 860,000 tons from a record 2.45 million tons bought in 2010.


    The Philippines buys rice mainly from Vietnam and usually small quantities from Thailand.


    Not a concern
    Rice traders in Vietnam said the falling demand from the Philippines would not be a concern as Vietnam could still sell to Indonesia and Malaysia, among other buyers.

    “While the Philippines will not import rice between now and the yearend as it said officially, there is still demand by private firms for small cargoes,” a trader at a foreign company in Ho Chi Minh City said, citing a contract size of 1,000-2,000 tons.


    “Once there is still a demand for loading, rice prices in Vietnam will not drop,” he added.


    Vietnam has now harvested two out of its three rice crops a year, and stocks were being held back with anticipation of more gains later this year when the Thai government starts its buying scheme, traders said.

    Vietnam’s exports of rice to the Philippines in the first eight months of this year were down 39% from the same period in 2010, the Agriculture ministry said in a monthly report.


    It noted that Indonesia has surpassed the Philippines to become Vietnam’s largest rice buyer so far this year.

    Higher rice production bodes well for the farm sector, the main driver of overall growth in the second quarter, but Mr. Alcala declined to give any forecasts for overall agricultural output for the third quarter.

    Asean leaders’ forum head says PH has tiger potential

    THE Philippines has a huge potential to become the next Asian Tiger, but a great deal of work is required before the country can realize this, according to the convenor of the Asean 100 Leadership Forum.

    In a briefing, Dato Timothy Ong, the founder and chairman of Asia Inc. Forum, said the Philippines is in a very good position to improve its economic status in the region because of its human capital, strong companies and economic optimism.

    “In this country, you now have new leadership who has promised a new Philippines free of corruption, which resulted in degree of optimism on prospects of the Philippines,” said Ong. Asean 100 is a flagship regional event of Asia Inc. Forum.

    The Brunei businessman said the Philippines needs some re-branding to bring back its old luster, having once been recognized as the most advanced country in Southeast Asia.

    Ong said 13 economies of the world today have grown by an average of seven percent for the period of 25 years or more, nine of which are from Asia, including four from the Asean such as Singapore, Malaysia, Thailand and Indonesia.

    The Asean is integrating its economies by 2015, which is important to accelerate growth, social progress and economic stability as well as to promote active collaboration and mutual assistance in the economic, social, cultural, technical and administrative spheres.

    While the region has the potential to emerge as one of the world’s significant economic bloc, Ong said the region needs to go beyond its unified diplomatic voice to become competitive in the global arena.

    “We have to start learning that the way to move forward is to put the region above our national interest,” he said.

    “Whether we like it or not, China is a major force in global economy and dominating many sectors of economy. Whether we like it or not, India is rising rapidly. If we all go our separate ways, I don’t see much of a future for Asean in the long-term,” he added.

    Considered as a pocket of excellence in the country, Makati will play host to the eighth Asean 100, a two-day forum of the most promising Southeast Asian next-generation leaders from business, government and civil society.

    Ayala Land Inc., which has a significant land bank in Makati, has invested P20 billion for the first phase of the redevelopment of the country’s premiere financial district, which is on track to be completed next year.

    Anna Bautista-Dy, vice president of ALI’s strategic landbank management group, said Makati Commercial Estate Association is awaiting the response of the Department of Transportation and Communication on its P1-billion unsolicited proposal to introduce the Bus Rapid Transit.

    “There has been a change in leadership in DOTC and we’re a little bit caught in that as well,” said Dy.

    The new system will run from end to end of Ayala business district and a little beyond with the Light Rail Transit in Pasay and the Metro Rail Transit along EDSA serving as feeder lines.
