i think the brackets for juveniles are ok.. its the law that lacks the tooth to impose proper sanctions.. we dont have good juvi centers.. nor have proper trained personel for alternative programs for the kids to divert their attention.. before changing anything, i think the law has to have a good grip on this issues..

actually the term "juvenile delinquents" has been changed to CICL or the children in conflict with the law. I dunno but the United Nations just changed it. About the thread, I am very much in favor about ana kay aron ang mga bata dili magdako nga abusado and kinonsinte sa gobyerno. Aside from that kaning ga syndicates ang mga bata tirada so as magpadayon ang ilang mga mudos ug uban pang crimes may it be a heinous crime or a petty crime..and worst kay walay punishment..At this time wala nay imik si Kiko ani kay siya man gusto ato nga balaod I dont know peru he's kida doing that for someone arun mapawalang sala. But anyways, mybe 10yrs old ana cguro para makat-on jud.

my two cents:

i think the law was premature to begin with. everybody thought that it was a double-edged sword from the very start, but for the wrong reasons.

first, the law was in essence good. if memory serves me right, it was even lauded by the UN agencies for taking the juvenile justice system of the country through the right track, and for very good reasons too.

where the law failed essentially was implementation. we do not have comprehensive facilities and long term programs to house juveniles who are in conflict with the law. we do not have enough personnel (social workers, child psychologists) to focus on the problem. evidently there is a gap in the coordination with the police and other law enforcing agencies to ensure that the children are not used as accessories by some criminal organizations.

this is just me but to rescind this law would be a step backwards with the juvenile justice system that we have.

what we need to to focus more on how the law is implemented. amendments are welcome, only if it addresses certain weakness of the law.
