I'd say Crocodile.

Gaara really has no way of hurting him, while Crocodile can just suck out all the moisture from Gaara's body among other things.
and Gaara's only been shown to be able to control just your regular sand(or the sand in his gourd which is of better quality) but not sand that has a consciousness and will of it's own.
besides, Crocodile himself can also control sand and even create sand out of thin air, and compared to Gaara who has to use chakra/stamina to control sand, Crocodile manipulates is as naturally and casually as breathing.

except I didn't say he can only control sand that's in his gourd, I said the sand in his gourd is a higher quality than regular sand. and he can only control regular sand or that in his gourd(and I guess his fathers as well). but controlling Crocodile I don't think is possible.

no, he can't create sand out of nothing. he uses the sand in his gourd to create the sand eye etc. or the sand in the ground/surroundings.

even if Gaara knows Crocs weakness, there's nothing he can do about it anyway.

he can't use his sand to gather sea water since it'll harden his sand. he isn't a melee character so getting himself wet and fighting Crocodile hand to hand would end very badly for him.

the seawater(or water) isn't meant as a shield lol. Crocodile would still hurt him but gaara can hurt him back. unfortunately Gaara isn't a melee fighter so it wouldn't work.(read Luffy vs. Crocodile fight for reference)

getting Croc wet would make him susceptible to damage, but Crocodile is aware of this weakness and he'll avoid getting splashed by Gaara.

Luffy in Alabasta arc was already a bullet timer and Croc was easily reacting to/dodging his attacks and stomping his ass to the ground, so he is very fast. and then in the later arcs he was fighting and keeping up against some of the mid/high tiers in One Piece who can dodge lasers.

Crocodile has an AoE attack that can suck the moisture out of everything in the area. if Gaara starts on the ground, even if he has his absolute defense, it won't stop Crocodile's ground death/mass erosion attack. that or spam Sables.

if Gaara is on the air, Croc can just spam Sables. or even meld with Gaara's sand and attack him from within.

with enough Sables, Croc can destroy/bury an entire town or city and Gaara no longer has the chakra to be able to keep his defenses for long.

n besides crocodile cannot control Gaara's sand too..

if I recall correctly, Gaara lost to someone who was slower than Lee, didn't have a Sharingan, didn't have the level of skill as Kimimaru, cannot make explosive like Deidara and uh, didn't defeat his father, I suppose.

Luffy would probably one shot Gaara with a generic Gear 2 punch or a haki punch. crush him with Gear 3. so yeah, Luffy would beat him pretty easily.
