If doable, both. But I would go for a thorough study of the overall traffic situation. Look at SRP now, the volume of traffic specially at rush hour is getting seriously affected by the volume of vehicles that pass there. With the fast paced development by bigtime companies, the road network can easily be overwhelmed. If nothing is done to improve access and the opening of more secondary routes, my guess is once the malls and other establishments start to operate there, entry and exit from the tunnel will not be as smooth as it is now. The same goes for the other road networks in Cebu.

of course Road widening, that's the long way solution compare to flyovers....If our politician before made their homework in road planning, they "should" widen already the entire road of cebu. they had that plan already long time ago but still they are waiting too long or else not do....

what u get on:
road widening (long lasting effect low maintenance, no destruction of view, u can see the traffic way ahead, probably u can save little fuel) (motorist can move fast, back side to that probably more vehicle accident)
Fly-overs (more costly, high maintenance, earthquake prone, slow moving, i think u get more negative compare to the other one)

I think fly-overs "should" be use only to congested intersection between 2 or more main roads.....

Mas maau siguro mag.impose ug moratorium for dilapidated private and public vehicles, and stem the flow of public vehicles from cities entering Cebu, in particular.
