This lens doesn't have IS but is compatible with both crop and FF bodies.

FF means full frame (36mmx24mm) and currently only the 1Ds MkII and 5D are full frame DSLR bodies from Canon, all the rest are not full frame and are bodies with a "crop factor". Check this link for a more detailed explanation. Lenses with EF-S mounts can only be used in 20D/30D and 300D/350D/400D series.

i wished they would make a cheap 30mm 1.8 like the 50mm one, 50mm is too long for me in crop cameras

If I remember correctly, the 10D can't use the EF-S mounts without modification.
