The church have more or equal authority of the state during that time. That is why the separation of church and state is enacted to ban all these ubsurd killings and suffering with the inquisition, and to separate the state and nation from paganistic, mythical superstition which is the Catholic Church.

It would mean during the medieval time the catholic church are legalizing all these torture Because during that time the church can legalize what ever it wishes.

This is specific to the law in Israel during the time. This is to show the punishment of sin. But we are not to do these only God.

The eternal commandment which has the higher authority still stands "Thou shall not Kill".

Read about the new covenant of Jesus which is consistent with the eternal commandment of God. The old statutes of Animal sacrifice and killings are fullfilled by Christ death on the cross.
