no matter how good the people is, if the government would continue corrupting the money that's supposed to be for the people, it would still be total nonsense.

the people comprises the government...
the government (system) is manipulated by the (most of the) people for their vested interest (corruption)...
ergo, it's not the government corrupting the money but the people running the government...

By People, is the society, the ordinary citizens, the taxpayers
