Sun Tzu's second principle states:
Now an army may be likened to water, for just as flowing water avoids the heights and hastens to the lowlands, so an army avoids strength and strikes weakness.
Avoid strength, attack weakness. If we, the Philippines, are doing this arms build-up with China on our mind, I think we should work more on our strategies instead. I don't think China's going to blink once we rattle our sabers. Their sabers are much, much bigger and they can make lots of loud noises. Bravado may be "dignified" but the senseless deaths that results from it makes it meaningless.
