This was how Philippine Drug Enforcement Agency (PDEA) 7 Director Adrian Alvariño described the Bohol Provincial Police Office (BPPO) for failing to inform them of the alleged involvement of one of their agents in the illegal drug trade.
PDEA 7 agent Steven Valles, a sophomore law student, was caught in a buy-bust operation for alleged possession of P100,000 worth of drugs in Tagbilaran City last Friday night.
“When I received derogatory reports pointing to personnel of another unit, I called the attention of the commander,” Alvariño told reporters yesterday.
“Because we believe that the organization can discipline its own people. We expect the same from the other organization,” he added.
The director said he was the one who “initiated” calling Senior Supt. Constantino Barot Jr., the BPPO director.
“As a commander, I should know,” he said. “(In the) war against drugs, we should be united.”
Barot, in a phone interview, refused to comment.
Valles was caught by the BPPO personnel just outside the PDEA office in Barangay Poblacion 2, Tagbilaran City.
The crime laboratory found out that shabu was inside the three-and-a-half packs the police recovered from the agent, Barot said.
He said the street value of the packs, which have a total weight of 14.6 grams, is about P100,000. Valles will be charged today with selling illegal drugs.
Alvariño said he did not receive reports before that the suspect was involved in the illegal drug trade.
He said they formed a panel to investigate Valles. He said they will charge the agent with an administrative complaint if they find probable cause.
Last Saturday, an agent and two lawyers went to talk to the suspect and Barot.
Personnel from the PDEA national headquarters went to Tagbilaran City the next day.
“(We will) ferret out the truth,” he said. “He is one of the personnel. We will make sure his rights are protected.”
Alvariño, however, said he has no doubts regarding the Bohol police’s operation.

A friend of mine who works in pdea 7 told me that what happened was that the apprehended agent was set up... He said that he personally knows the person and the guy was even trying to burrow 4thousand from him to pay for his tuition fee so he could take the special exam in his school in bohol and that he will just repay it when he gets his salary on the 15th. Most of his colleagues in pdea believe the guy was innocent and was just made to pay when the agency captured a big time drug lord in toledo city by the name of Jay Sanchez who offered the apprehending agents 1million in exchange for his freedom. The said druglord upon realizing that he was not going to be freed by these honorable pdea agents even increased his offer to 3 million... this happened just two weeks ago but in order to trace the connections of said druglord no media press release was made by pdea. Inside the jail the said druglord was even overheard saying that since his offer was not accepted he was going to use it to get back at pdea instead... The connection in bohol with said druglord was traced because one of the biggest druglord in bohol identified by pdea is a known partner of said druglord in toledo... and some high ranking pnp officials have been known as close associates of these two as well...
