P1 billion on coffee a reasonable amount
    By Ramon Tulfo

AT FIRST glance, P1 billion is a huge amount that the previous administration of the Philippine Amusement and Gaming Corp. (Pagcor) spent on coffee alone.

Pagcor has 13 branches all over the country which operate on a 24-hour basis all year round, except on Good Friday and Black Saturday.

If you divide P1 billion by nine years—the period covered by the audit—you get P111,111,111.11.

The amount of P111,111,111.11 will be divided by 13—for the number of Pagcor branches—and the dividend amounts to P8,547,008.55.

    Dividing P8,547,008.55 by 365—the number of days in a year—gives you P23,416.46.

    P23,416.46 divided by 24—the number of hours in a day—is P947.68.

The P947.68 is equivalent to nine cups of coffee which an average player (gambler) consumes in 24 hours.

    That’s only P105.29 per cup.

Coffee from classy Figaro, which was served the guests during the period, costs more than P100 a cup, according to the Pagcor source.

The source said the P1 billion spent on guests belonged to the guests themselves.

“You see, big losers are given a five percent rebate in chips, should they choose to play again to recoup their losses, or in food,” the source said.

A player who lost P100,000, for example, gets a rebate of P5,000 which he can spend on food (including coffee) in the casino or he can play again.

There are 15,000 to 25,000 people who play daily in the Pagcor-run casinos.

a comment by a reader on the statements of ramon tulfo above:

Mon, ibasura mo na yang computation mo. Isa lang naman ang tanong. Kung ang new pagcor admin can budget only P36 M a year or P324 M in 9 years, bakit kailangang gumastos ng P1B? Ibig sabihin noon, about P676 M ang dapat sana ay natipid para sa pamahalaan. Ibig sabihin noon, may mga taong pinagsamantalahan ang kaban ng bayan. In other words, wag mo ng ipagtanggol ang luxury of too much coffee.

However you look at it, OVERPRICED ra jud bai.. Nganong nakaingon ko nga overpriced?

Ang concessionaire is Promolabels which sells Figaro. Another fact: Out of the P1,000,000,000+ peso allocation for 13 branches for 9-10 years, Figaro got the lion's share of P700 million which is only for 7 branches out of the 13. One of these said branch is in Angeles city which is i'm quite familiar with. A lot of times dinha ko gasugal bai and i can say not everybody is drinking coffee. So i highly doubt their claims that an average casino gambler consumes 6 cups of coffee per day. They're also claiming that an average Pagcor casino has around 2,000 guests daily which is simply not true.. I'm basing my observation as a former gambler and casino dealer.

Another angle which i believe is more important is the issue of overpricing. The former pagcor admin purchased Figaro coffee which is priced 60% higher as compared to the same quality coffee sold outside Pagcor. Therefore if a brewed Figaro coffee sold at plush mall costs P100 pesos, then PAGCOR is buying the same coffee inside the casino at P165 pesos. Wa na ko kabalo asa ang konsensya sa ato mga government officials, when in fact our government is purchasing the product by bulk and it should have at least a wholesale price. Instead maka tipid unta ato gobyerno by purchasing with a discount, naunsa naman ni perting mahala kaayo! Dapat unta if you are the pagcor chairman, he should at least negotiated for a discounted price. Naa lang unta silay kaluoy og paglaban para sa ato country.. Another thing is the contractor concessionaire lasted for a decade and wala pa jud gipa agi sa bidding.. Matud pa ni Genuino dili na kuno kelangan og bidding kay Figaro jud kuno ang gusto sa mga sugarol.. Toink! Mr Genuino do you think you can fool the people with your stupid reasoning??

Ang mahitabo man gud pag naay overpricing, most likely naa gyuy nakakwarta..
