I think they have different forms of government but yet their countries are progressive. one key to achieve progress is self-discipline and a different outlook in life. if those people in the government have discipline like everybody else, no reason why we wont progress.
what's the deal with 60-40 arrangement in the constitution? have you weighed all measures to conclude that it is outright disadvantageous to filipinos? we don't have to be one dimensional in deciding which is which and we can not assume that we are better intellectually than those people who drafted the constitution.
