He may well be a crook, but he did pass THE AMERICAN BAR EXAM without having to do ANY formal law schooling and any review.
So in that aspect I'd have to agree with soul_doctor, in that not all people have to go through reviews in order to pass an exam. It doesn't happen often, but it does happen.

Frank was an exception. There are people out there who can do it with flying colors, but they are in the minority of minorities. And sorry na misread nako, civil service exam diay to iyang gi take without a review (not board). Personally, I wouldn't dare take ANY exam without doing a review first. I don't have that kind of confidence. Even if it was a 1-10 quiz I'd have to skim over my notes to familiarize myself with the subject before diving in.
