Cebu bizmen’s group picked as country’s best

For the second successive year, the Cebu Chamber of Commerce and Industry (CCCI) was named “most outstanding chamber” in the entire country.
CCCI president Francis O. Monera received the award last Friday night after attending the Philippine Business Conference organized by the Philippine Chamber of Commerce and Industry (PCCI).
Monera, together with PCCI area vice president for the Visayas Jose Ng, received the award from President Gloria Macapagal-Arroyo at the last day of the conference held at the Manila Hotel.
“We feel so proud because we again managed to best 110 chambers in the country,” Monera told reporters.
CCCI got the award for its exemplary accomplishments and performance as a model business support organization in the country, demonstrated by its advocacy initiatives and wide menu of services and programs benefiting the business community and the society in general.
The chamber won the same award last year, in 1995 and in 1996. In 1997, the CCCI was already elevated to the Hall of Fame.
Monera said President Arroyo was delighted with the active role the local business sector in Cebu played in responding to the economic crisis.
“The President noted that Cebu's local business sector is always ready with solutions on how to overcome a crisis, which she most often than not find amenable. She cited our recent meeting with her, when we presented six solutions on how we can address the current crisis faced by the export industry,” he said.
Monera was referring to the local business sector's meeting with the President on October 12 that led to among others, the exemption of exporters and allied operators from the four-day ASEAN Summit holidays in December.
The CCCI also received a special citation from the PCCI for successfully organizing Cebu Business Month 2006.
The Cebu City government, meanwhile, was given a special citation from the PCCI for its investment promotions program.
The award was given by Vice President Noli de Castro and received by Cebu Investment Promotions Center (CIPC) managing director Joel Mari Yu.
The Mandaue Chamber of Commerce and Industry (MCCI) was also cited for its leadership and dynamism.
The Most Outstanding Chamber Award seeks to recognize local chambers whose leadership and dynamism contributed to business growth and development of the community it serves as seen through active involvement in advocacy to provide a suitable environment for the growth and expansion of commerce and industry.

DCCCII disaffiliates from PCCI

Davao City (20 October) -- Officers of the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) who came in business suit declared in a press conference on Thursday (October 19) of their disaffiliation with the Philippine Chamber of Commerce and Industry (PCCI)
DCCCII chair Atty Bienvenido Cariaga said their disaffiliation took them four straight days of five hours meeting before coming up with the decision.
He said they went through so much soul-searching and deliberations in coming up with their official stand.
Doing such, he said the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) renounces its candidacy for the best chamber of the country for 2006 that would have qualified it for the Hall of Fame, having won the same award in 2003 and 2005.
In a press statement DCCCII which has been voted as the best chamber in the Asia Pacific Region in 2005 and one of the best chamber in the world in the same year has come to such decision for the following reasons: a) without consulting and against the protests of the affected chambers in Mindanao, the PCCI unilaterally implemented a reconfiguration and reduction of the eight Mindanao chamber regions to 5; and b) PCCI insisted on holding special elections for PCCI Mindanao Regional Governors last October 16, 2006 under the new reconfiguration of five regions.
PCCI's refusal to listen to the clamor and protests of the greater number of Mindanao chambers is symptomatic of the neglect that Mindanao has historically suffered.
The statement further said that the reconfiguration of regions was done not only without consultation or due process, but it also totally ignored the history of Mindanao, and was insensitive to cultural sensitiveness.
"We pleaded for consultation, we pleaded for the chance to have a say on how chamber matters in Mindanao should be decided. All our pleas fell on deaf ears," the DCCCII statement further said.
Cariaga said the only honorable path for the DCCCII to take is to disaffiliate with the PCCI.

Business groups quit, hit Philippine chamber

THE Davao City Chamber of Commerce and Industry Inc. has cut ties with the Philippine Chamber of Commerce and Industry (PCCI) for unilaterally implementing a re-grouping of Mindanao chambers without consultation and despite objections of affected chambers.
As a result of the reconfiguration, the chamber regions have been reduced from the eight to only five.
Davao chamber president Bienvenido Cariaga formally announced the disaffiliation during a press conference at the Davao chamber boardroom. It was attended by officers and members of the board and several past presidents led by Sebastian Angliongto, honorary life chairman.
Majority of Mindanao's chambers of commerce and industry -- there are 17 active ones -- have protested the PCCI, with at least 14 of them initially signifying intention to disafilliate led by Ambassador Donald Dee.
Davao chamber protested after the PCCI insisted on holding special elections for PCCI Regional Governors last October 16 under the new reconfiguration of five regions.
Under the reconfiguration scheme of the PCCI, Northern Mindanao and Northwestern Mindanao have been merged into one. Also merged are Western Zamboanga Peninsula and Western Basulta (Basilan, Sulu, and Tawi-tawi). Southern Mindanao and Southeastern Mindanao also became one under the same scheme.
Davao chamber is now regrouped with General Santos City, Sultan Kudarat, Davao Oriental, South Cotabato, Sarangani Province, and Davao del Sur from its original group including Nabunturan, Kapalong in Davao Oriental, and others.
Cariaga said the PCCI refused to listen to the clamor and protest of the greater number of Mindanao chambers.
"All we wanted is for them to listen to us, we are here in Mindanao and we knew better, we asked them to set aside any decision affecting Mindanao, but, no regard was given to our pleas," Cariaga said.
Cariaga added that the reconfiguration of regions was not only done without consultation or due process, but it also totally ignored the history of Mindanao, and disregarded cultural sensitivities.
"Anyway, it's not the end of the world for us, we can always affiliate with the Bimp-Eaga. PCCI, since Davao chamber was organized, did not even give a single centavo to us, in fact, we are the ones paying annual dues to them to the tune of P7,000 (edit: duh? typo?) a year, while we have not received benefits from them," Davao chamber vice president Domingo Duerme said.
Angliongto said Davao chamber's glorious history clearly shows that it can do it alone. Among its unprecedented achievements is that they are the first chamber to have its own building.
He said there are only two -- Davao and Cebu, which have their buildings, while the PCCI has none.
Angliongto took pride in the fact that it blazed the trail in the formation of the Bimp-Eaga.
In cutting ties with the PCCI, the Davao chamber also sacrificed its nomination as the best chamber of the country for 2006, which would have qualified it for the Hall of Fame, having won it twice in succession.
"We will not live for the award, we will live for our own conviction. What is an award without honor? We would not let the imperial Manila dictate us. We got practically nothing over these years from PCCI," said John Gaisano Jr., chair of the Council of Past Presidents of Davao chamber.
Jose Sevilla, Davao chamber charter secretary and past president, said Davao chamber was organized for the benefit of businessmen in Davao City.
He said it is time for Davao chamber to just do something legal and reasonable.
Davao chamber officers present in the conference have refused to categorically state what motivated PCCI to go ahead with the reconfiguration despite the vehement objections of the Mindanao chambers.
Pressed to hazard a guess, Gaisano said, that in an arbitrary situation such as this, there are usually three reasons that motivate an organization -- control, politics, and money.
"But I am not saying this is the case in this reconfiguration business," Gaisano said, refusing to elaborate his view.
"The disadvantage of this decision is that PCCI will, of course, not support Davao chamber anymore, the advantage of this action is that we do not have the need to pay the fees to them anymore," Gaisano added.
Gaisano said the Davao chamber has direct relations with the government of Canada, Great Britain, US, Germany and other countries assisting it in its programs.
He said the Davao chamber and other chambers in Mindanao do not need the help of the PCCI.
Cariaga, on the other hand, said they already notified other chambers in Mindanao regarding their action.
"We are expecting other chambers in Mindanao to do the same thing as we did, according to them they will follow. In fact, we learned that the chamber in Mati, Davao Oriental is supporting us," Cariaga said.
There are a total of 17 chambers in the whole Mindanao, which are being run by their respective board of trustees.
The monthly general membership assembly of the Davao chamber is scheduled on October 27.
In a separate action, the Mindanao Business Council (MinBC) also dissociated itself from the PCCI.
MinBC president Romeo J. Serra resigned as PCCI area vice president from Mindanao together with seven regional governors from as many Mindanao regions.
The mass resignation, unprecedented in the country's history, was in support to the action of the Davao chamber, of which Serra was past president.
The PCCI regional governors who resigned with Serra Thursday were: Arsenio Sebastian, of the Northern Mindanao; Jainal Hamad, of the Western Mindanao-Sulu Archipelago; Bienvenido Badelles, of the Northwestern Mindanao; Hospicio Suralta, Jr, of the Caraga Region; Leo Victor Sibala, of the Southeastern Mindanao; Benjamin Garcia, of the Southern Mindanao; and Teresita Uy-Sebastian, of the Western Mindanao-Zamboanga Peninsula.
Serra said the PCCI does not represent the interest of the Philippine business community in Mindanao, but only the interest of "imperial Manila."
"It is time for the Mindanao business community to charter its own course, we enjoin the rest of the chambers and business groups to join hands for Mindanao," Serra said, adding that foreign donors work with the MBC.
"Life goes on and activities will still happen, we are focusing on Mindanao and we are for Mindanao" Serra said.
Serra added that they do not understand the motive of the PCCI for its action.
"They want to rule over us without even consulting, there are cultural sensitivities involved here and we know better because we are here in Mindanao, they should have asked us before configurating us," Serra said.
Serra added that PCCI has done nothing for Mindanao. Instead, it has always been the beneficiary of the efforts of the Mindanao business community.
