I think billionaires or rich people in general will choose to live wherever they can make the most money. China is #2 on the list of countries with the most billionaires and I don't think they have any sort of due process or fairness in their legal system. Russia by the way is #3. Billionaires don't like Venezuela because its leader is a crazy communist and so it's not in their best interest to live there.
The people who should care the most and should be protected the most by due process are ordinary citizens. Billionaires don't really care about or need due process because they can buy protection wherever they may live, be it China, Russia or whatever country. The number of billionaires in prison is probably less than the number of fingers in my left hand for this very reason.
Countries with strong legal systems and have the best due process don't have the most billionaires, but they are among the most well-run countries where the average citizen is wealthy and enjoys a high standard of living. In other words, they are more egalitarian (have a strong middle class), highly educated and upwardly mobile. In my opinion, the countries with the best legal systems are mostly British colonies and include Canada, Australia, the United States, Hong Kong, Singapore and of course England itself. You can't have strong legal systems if you don't have a well-educated elite. Credit must also be given to British common law which has been developed and refined over hundreds of years to become what it is today, and since flexibility is built into the common law system, it quickly adapts and continues to improve. On the other hand, our system of civil laws is bogged down by volumes of special laws and acts, most of which are useless and created by stupid politicians who have nothing better to do that write stupid laws. Among these laws are the pernicious Lina Law which has set back property rights in this country by centuries and the Juvenile Justice Act...

^I believe that most Chinese billionaires are homegrown. A foreign tycoon may invest in China, but I don't think he would choose to live there, although Hong Kong is a different story. Take a look at how many Russian moguls transferred to London (buying up some of the most expensive real estate on the planet) and ask yourself why....... it is in my estimation because they are confident in the fairness of the legal system. Even Julian Assange went to the UK at the height of his problems because he knew that the system there is impartial and highly developed.
honestly i'm against it at first because those bastards doesn't deserve it but in a way it also gives a chance for those who are wrongfully accused to be heard. i'm sure you would would appreciate that especially kung ikaw ang accused and you wanted to be heard.
