    Senators get P30 million each in additional 'pork'

    MANILA, Philippines – Senators will each get P30 million in additional pork barrel funds.

    The allocation brings to P230 million the total amount of funds available to each member of the Senate this year.

    The national budget already sets aside P200 million for every senator.

    Sources at the House of Representatives said the additional allocation would come from the Road Board, which is handling nearly P10 billion in annual collections from the motor vehicle user’s charge (MVUC), otherwise known as the Road Tax.

    In contrast, each of the 285 members of the House will receive P5 million to P10 million in MVUC money for their districts or party-list organizations.

    House members have a regular annual pork barrel allocation of P70 million each.

    Aside from lawmakers, the 14 governors belonging to the ruling Liberal Party will get P20 million each in MVUC funds.

    The 14 governors are Joey Salceda of Albay, Vicente Gato of Batanes, Vilma Santos-Recto of Batangas, Eugene Balitang of Ifugao, Carmencita Reyes of Marinduque, Abraham Mitra of Palawan, Alfonso Umali Jr. of Mindoro Oriental, Eduardo Firmalo of Romblon, Edgardo Tallado of Camarines Norte, Victor Tanco of Capiz, Paul Daza of Northern Samar, Rodolfo del Rosario of Davao del Norte, Conrado Nicart of Eastern Samar, and Carlos Jericho Petilla of Leyte.

    Public Works Secretary Rogelio Singson chairs the Road Board.

    Its members include Budget Secretary Florencio Abad, a stalwart of the Liberal Party, the finance secretary and the secretary of transportation and communications.

    MVUC collections come from increased motor vehicle registration fees, which have doubled in recent years. The money is supposed to be used for the upkeep of national roads, road safety projects and pollution mitigation measures.

    In the past, there have been reports of irregularities involving billions in MVUC funds. One small contractor based in San Juan, Metro Manila cornered more than P2 billion worth of projects, mostly for disappearing road signs and guardrails in Nueva Ecija, Isabela and Bataan.

    Sen. Miriam Defensor-Santiago investigated the anomalies.

    Santiago recommended to the Ombudsman’s office the filing of plunder and graft charges against Road Board officers. It is not clear what has happened to her recommendations.

    The additional pork barrel allocations come amid complaints from opposition congressmen and many administration allies in the House that Abad has yet to release their regular Priority Development Assistance Fund (PDAF) money for the first six months of this year.

    The P25-billion PDAF in the 2011 budget is the source of the House members’ P70-million and the senators’ P200-million annual funds.

    Davao City Rep. Karlo Nograles decried the delay in the release of the money, saying it denies them the means to pursue projects for the benefit of their constituents.

    He said last week was the first time Congress adjourned a regular session without Malacañang releasing funds for the House members’ districts.

    “What is happening?” he asked.

    Nograles is a member of the pro-administration coalition in the House. He is in fact an assistant majority leader.

    A member of the House appropriations committee is also in the dark on why Abad has not been releasing their funds.

    “Speaker (Feliciano) Belmonte Jr. and our chairman (Joseph Emilio Abaya Jr. of Cavite) have been endorsing all requests of congressmen to Secretary Abad, but the budget chief seems hesitant to release money,” he said.

    Nograles said only a few of his colleagues have received their fund releases.

    “They are the exceptions to the rule of non-release. Despite the Palace’s repeated assurances that all House members would be treated fairly in the release of PDAF allocations, obviously, there is favoritism,” he said.

    He said that by not releasing funds, Abad and the Palace have been depriving the congressmen’s constituents of important services, including educational and medical assistance.

    “Those allocations do not go to our pockets. They go to our districts, to our constituents,” he stressed.

    The administration’s exercise of extra caution and prudence has been blamed largely for the slow economic growth in the first quarter of this year.

    Officials want to ensure that taxpayers’ money is not wasted on corruption.

    pork baril...ang taga goberno morag mga pork..na dagko na ang mga tiyan sa sigeg kaon sa kwartang kinurakot..og kanang baril da angay lang na silang patyon sa mga tulisan..ehehehe..but im not saying silang tanan..but mostly nga naa diha sa goberno og labi na diha sa senado, congresso, pres office..etc..

    maayo kaayo inig ka election bai buotan kaayo pero awag maka lingkod na mura nag kinsang mag hilas2 nya ang mga tao rabay ma apektohan sa ilang pag hilas2 labi nay naay kontra partido nya di mag ka sabot sa project ma tanggong jud ang project nga angay unta ma benepisyohan sa katawhan. kung maka daug na askang lisuda pangitaon basin mo agi paka sa 10 nila ka assistant una ka kakita nila,ahahah. nya ang mga tao sad fanatic kaayog mga politician mag pa ilad pud.WTF.
