No one else could ever help the country achieve its goal most especially when it talks about peace and order situation, but its own people. I understand the government would not want to move alone, because obviously it cannot. It still needs help and cooperation from its own people.
^Indeed, cooperation between the people and the government is needed to maintain peace and order. Otherwise, it would be very difficult for the government to act on its own but without the cooperation of its people. How can it protect the people if these people won't cooperate?
As to the civilian volunteers, they will really have to be properly trained before they can be armed. We do not want another set of people abusing the power delegated to them.
By the way, the AFP has spent around P43M due to the intensified campaign to eliminate the NPAs.
According to an AFP report, P43M has been lost in a span of a few months due to NPA activity. This only further justifies the all-out war of the government against the CPP-NPA.
Update on “Arms for Farms”: In part of the “Arms for Farms” program, “Balik-Baril” was also created. The government has approved the return of this program to encourage the rebels to surrender to the government and follow its laws.
Under the program, a certain amount will be given to any rebels who surrendered their firearms to the government. Before the amount was reported to be 18,000 for every M-16 Armalite rifle, M-14 assault rifle and AK rifle surrendered. Now, the government decided to double the price into P35, 000 that could help them re-new their lives.
So far the program resulted in the surrender of 52,402 insurgents, 26,300 firearms and 3,576 explosives.

At least 530 watchmen from 36 villages were sworn in on Saturday as officers and members of the first Integrated Territorial Defense System (ITDS) in the province. The ITDS is the municipal counterpart of the barangay defense systems (BDS) that were established in Central Luzon villages identified by the military as rebel-influenced, this is in line with the upgrading of the Miltary enforcers system to its anti-insurgency campaign for the communist rebels.
Its a must that we are all be aware of the things happening around us. Military alone cannot defend all us, knowing our enemy is just around the corner.
The NPA seizure of a vice mayor in Sarangani just shows how these rebels can inflict damage to people and even to local officials. By now, the AFP and PNP started operations to rescue said official.
More so, as the military steps up its efforts to eliminate these insurgents, the NPA rebels should be prevented from terrorizing and extorting people in the countryside.
