There are provisions in the proposed ANTI TERROR BILL that direct abused the freedom of expression and arrests of activists...

If such is the case, deliberations should be done instead of impeding the passage of the bill. However, the senators who wanted to prevent the passage of the bill simply wanted to prevent its passage, notwithstanding the fact that we need more teeth to fight terrorism by passing an anti- terrorism law. Amendments can be made; after all, it is the duty of the legislators to ensure that the law passed would be beneficial to the public.

Instead of political gridlocks being exercised once again by some minority senators, maybe they can set this aside first and start doing their duty for the people.

Palace has urged the Congress to act on the seven urgent bills which includes the Anti – Terrorism before their recess for Christmas. With that the Senate and the House of Representatives has promised to approve the measures during the remaining 21 session days before the year-end adjournment.

Among the top priority bills, the most likely to be approved before the target date is the mandatory use of bio-fuels (ethanol, bio-diesel and other indigenous renewable energy sources, the automated election system and the grant of compensation to human rights victims during Martial Law since all of them are now in the bicameral committee level.

These are the bills that we need in starting a great year for 2007. This would make a total change in the country.

It nice to know that civilians who volunteered in fighting terrorism are well taken cared of. There has been a proposal that they will be given a health insurance and medical benefits that may be covered by the Phil.Health Insurance Corporation.

Members of CVOs would have to undergo stringent requirements before being deputized and should be registered and issued identification cards.

Our fight in terrorism has now become stronger that there is no doubt that in lesser time, terrorism in the country will soon be eradicated.

RP, Indon police sign anti-terror pact

GENERAL SANTOS CITY—The Philippine and Indonesian police have agreed to step up their campaign against transnational crimes and terrorism committed within the two countries following the signing of a memorandum of understanding during a three-day conference here over the weekend.

Chief Supt. German Doria, the Central Mindanao police director, said the National Police and the Indonesian National Police have agreed to pursue joint training seminars on intelligence, investigation and operations against transnational crimes and terrorism within the area of North Sulawesi and Mindanao.

The National Police and INP agreed to train policemen in exchanging information and documents in compliance with national legislation and within the limits of their responsibility and also on capability building including exchange of personnel for training and education, Doria said.

The memorandum was signed by Deputy Dir. Gen. Antonio Billones, head of the National Police delegation, and Insp. Gen. Dr. Sukano, who led the Indonesian delegates.

The Philippines and Indonesia have shown their strong commitment to cooperation in matters involving terrorism, transnational crimes including drug trafficking, arms smuggling and human trafficking, Billones said after the meeting here.

At least 22 Indonesian police officials and 14 National Police officials from the Philippine Center for Transnational Crimes and Interpol joined the meeting.

The meeting was the offshoot of the memorandum of agreement signed last year in Balikpatan, Indonesia, by the National Police and INP which seeks to increase the bilateral ties and cooperation between Indonesia and Philippines to fight transnational crimes and terrorism.

The National Police-INP technical working group discussed the approaches and procedures on how to request and share intelligence information, assist in locating suspects, how to effect arrests, search and seizure and how to handle evidence for the prosecution of suspects especially in Mindanao and North Sulawesi.

At long last, the opposition-dominated Senate deemed it best to pass this very much needed legislation to have an enabling law to fight those terrorist groups that are currently disturbing our country.

We'll just have to wait a little longer as the bicameral conference committee discusses the final draft of the bill. Hopefully, they could fast track such piece of legislation. The intensified campaign to fight the ASG, JI and the NPA could only be maximized with this enabling law.

It would be better if the passed bills are being executed not just posted and recorded on the walls and news papers.
But as of now all these bills are just used for politicians publicity. You will see it on action when alot of people are fixing their eyes on it.

Then makakita dayun ka big politician with big belly, very wide grin on the tabloids na naguban-uban sa authority about the incident.

Sorry guys i'm just expressing what i have seen so far. If things go out well in our country for the next 5 years then my opinion/trust with regards to our system might change for better.

The reason behind the law, or the bill for that matter, is to prevent abuse of the use of the anti-terrorism law by the authorities and for the court to proceed to a day to day trial if possible so as not to prejudice anyone.

The immediate approval of the bicameral conference committee on this bill only shows that this is a necessary legislation. After all, the government has been urging for this bill to be passed since it intensified its campaign to dissolve those terrorists.

^ Exactly. The purpose of the law is to prevent abuses by the authorities. Apparently, some are afraid that the anti-terrorism law will be used to capture those activists on the side even if they are not terrorists, as defined by the law.

Indeed, this provision will work for everyone's favor. It protects the innocent from abuses of those who are in authority. On the other end, the authorities will now have an enabling law to intensify its campaign to dissolve these terrorist groups.

Just serves us right.
