Traditional configuration, side panel fans draw air from the outside blowing to your motherboard to cool things.

dili mana ma wala ang abog normal rana unless you live in a lab clean room. maintenance cleaning lang gyud ka ana quaterly or every month dependi sa dust build up sa area ninyo.

if naa ni sa tunga ang fan, i would remove it and cover up the hole. this will jst cause unnecessary turbulence...

Depende ra man.. if there is a fan slot il use that slot. Sayangan ko if dili. Extra in-take on the sidepanel still helps on hot video cards/motherboard, Yes buy filters. Use exhaust only at rear and top.
