The Constitution also bars Teodoro from being appointed ombudsman. The Constitution states: "The ombudsman and his deputies... at the time of their appointment must not have been candidates for any elective office in the immediately preceding election."
The constitutional prohibition was seconded by House justice committee chairman Niel Tupas Jr. and other congressmen.
"Gibo might be disqualified because under the Constitution, the ombudsman must not have been a candidate for any elective office in the immediately preceding election," he said in a text message.
