Most of these people have no concept of family planning. Aside from that, these people do not have access to family planning because wala may available sa health centers. Thats why were allocating budget sa health centers so they can educate and make available contraceptives.

mao jud sir.. naintroduce na man na ang family planning, contraceptives sa mga barangays.. in fact, naa na man daghan programs and mga information drives nga gihimo sa mga local barangays ana.. if the purpose of the bill is "to inform, educate the people", why not just improve those programs para mahimung mas effective? why not give the budget for education rather than spending it to purchase contraceptives?
what would you want the government to do? not pass this bill because of the POSSIBILITY the those below the poverty line will not use these services. But the again there is ALSO the possibility that knowledge or information is better tool for those falling under the poverty line....
The bill is crafted to INSTITUTIONALIZE maternal healthcare and reproductive health in the barangay level, or all levels in the government.....
The church is partly to blame because they actually encourage people to have many children. Ive never heard a priest sermon on spacing children or being responsible about limiting children to be able to provide good quality of life for all.
All i hear is just...."children are gifts from God", "go forth and multiply","God will provide"....
Sa tinod-anay lang he church is partly to blame for not saying anything against the poor people having more children than they can support.

Do you think sir na inform tanan about ani? Kay sa among barangay most of the couples wala kahebaw ug family planning. I mean unsa jud ng family planning ug unsay gamit ani para sa magtiayon. Kay ngano? The information dissemination and awareness are not that wide compared to the proposed provisions found on the RH bill. Naa rana sa tawo sir kung mosunod sila at least na inform kaysa wala.
The problem with this kay depende man gud sa mood sa mga barangay captain. So dili pirme apil sa mga main programs....
Unlike if we make this into a law, government officials will be mandated to make it part of their development planning. They will be therefor FORCE BY LAW to provide these services dili lang depende sa ila mood....

SEC. 13. Roles of Local Government in Family Planning Programs
The LGUs shall ensure that poor families receive preferential access to services, commodities and programs for family planning. The role of Population Officers at municipal, city and barangay levels in the family planning effort shall be strengthened. The Barangay Health Workers and Volunteers shall be capacitated to help implement this Act.
