Only his/her brother can assess if the threat is real or not since siya man ang nakaila sa tawo.

If he thinks the threat is real then he should not take it lying down. I suggest to arm up -- buy a firearm and train up on how to use and employ it properly.

that, at least is an insult to the Police and should give them more reasons to check on this case...Or try and get in touch with Roy Cimatu himself informing him about his name came up with this abusive guy as his support.

Or if you could get this guy to say or talk his threats and record it in audio
And also be sure any evidences---txt messages, audio recordings can really be, undoubtedly, pointed at him without chance of deniability like it has to be from a phone number in his position etc.
