Best possible Internet Network Provider for my location

Scenario: I constantly travel from lahug to minglanilla and vice versa, I bring my PC with me..
I need suggestions for a way for internet access for a single PC.. no networking intended, no tethering, no wifi... just a single PC..
I want a connection that I dont have to pay monthly bills..
it has to be easily installed, i mean no wiring needed because I live in a condominium, wiring is a hassle

then the most important factor to consider, is i Live near IT park.. in my expirirence 3g stick dont really work well in that area..
sa La Guardia Flats 1 to be exact

any suggestions?.. I need the internet..

Imung place bah near sa IT kay closed kaau? kay kung ingon ana possible wa jud signal. Then unsay gamit nmu nga network ssa 3G stick? Or kung calls dili ba siya choppy dinha lugara?

Unsa man gamit nimu? PC or laptop or mobile? kung wireless daghan man, pwede ka mag smart or GLobe pero mas maau DSL nalang sa PLDT.

My condo unit is overlooking IT park.. i have a balcony which is directly open outside..

Since mag travel ka di ko ka recommend og sun kay ang sun nindot siya within central Cebu. Ako gamit gud kay smart na postpaid pero naay usb extender para ibitay nako. Even muadto ko sa danao makagmit gihpon ko pero di pud kusog jud na pareha sa cebu pero maka skype man pud bisan naa sa danao.
