For me, its the government, if the government is righteous, they will implement the rules and laws without partiality.

for me it's the leaders who govern our government. corruption exists due to their hanger of power, positions, and love of money. if all of our leaders got a pure heart, then we could have a progressive government.

both..
-the people (general public) for electing such unworthy persons for public office and for selling their votes good for a day's meal..viola! see what we got??...a bleaker than bleak future..
-the people running the gov't (so-called public officials)..for their selfishness, greed..don't know if they have conscience to see the effects..

daghan na kaayo balaod, do we bother to follow them??
simple traffic rules we can't even follow..
so we can't just blame evrything sa government.. besides kita mga civilian ang nagpugos sa mga government employees to make kurakot..
mamayad gud ta ug fixer para madali ato paper works..
daghan pud kaayo mga civilians and negosyante ang dili mamayad ug tax!!!

Because they have the power and position to do so. Even the smallest position in the government, korakot! The money is nakakasilaw in the government. Government funds are huge ug nakaka tempt. Mao na mga korakot mostly ang naa sa government kay their minds tell them to steal the government fund, though their heart beats rapidly because of nerveous. OT; Science na mani nga ako explaination. OT: Anyways, why wala man maapil ang church? Mga korakot baya japon na nga mga priest, Cardinals, Madre, except probably the Pope.
