To everyone:

Just wanna share our big problem here sa Barangay Suba, where we have our Drainage project since August 2011 last year. At first, we thought na dali rani mahoman ning proyektoha, but as days, months and even almost a year passed by, we are so much alarmed na gyud sa among kahimtang diri na hangtod karon wala pa gyud intawn ni takobi. At first, gibaliwala lang namo kay nag huna2x rami og positive actions towards ani na problem coz this is a GOVERMENT PROJECT. Now, na discover namo na perti naman gyud dugaya aning kanala wala pajud matakobi and take note, mo osa nani ka tuig sunud buwan. So maotong at first, I coordinated this one directly to our Barangay Suba Office, and as per their secretary, ingon sya na gilihok na gyud ni nila ever since and even the Brgy Captain was alarmed na jud sa situation. Ila na daw permi gitawag ang Contractor ani and dli daw motubag and dli pod mo reply.. Sometimes dili sad makontak.. According to the Secretary, they were once decided to attack the contractor sa ilaha jud balay.. Wala na gyud ko ksabot ani.. Nagsakit na akong ulo.. Daghan na kaayo na disgrasya aning kanala... Baho pa kaayo...

In fact, a lot of people already accidentally fell from the canal. There was once a Mother and Her small little kid had fallen on the canal accidentally due to the heavy rains at that time where the water has been flowing on the canal and cannot be anymore recognized the depth of the canal. Another problem, the canal had became more & more stagnated which causing already bad smell, breeding of mosquitoes and spurt of water born diseases, and the worst part might be the dengue fever esp. for the children.. In fact, the smell even reaches to our HOUSE..

Pero last month, na shock ko na gitakoban nila ang eskina sa amoa na naay dakong tindahan sa Insik, nahibong lang mi og ngano dd2 nagtakob og wala na lahosa sa tumoy., kutob ra sa tindahan sa insik. Unsa mani? Paboray? Bayranay? Grabeha oi! Drecho ra pod sila og takob wala gani nila kwaa ang puno na basura sa kanal. Grabe ka anomalya ning projeka og ngano na ingon ani ni. Animal ning responsabli aning prajeka!!!!!

and maybe they are still investigating this one. But wala pakoy latest update ani kay wala pako kalugar adto balik sa Bombo office kay nag trabaho ko. karon, ni twag ko sa City hall to raise this concern ngadto sa Drainage Section Department, apan wala diha ang incharge nag Field. Ang kaning budget ani kay sa Goverment and dili ni sa Barangay na Project and ayha ra bayaran ang Contractor ani unless mahoman nani tanan, pero ang problema kay ngano man wala ni baliki nila? Unsa manju ugat ani og unsa manjuy problema ani?


Asa kaha mas maayo nato duolon ani na Media? Na kanang mka dokdok gyud pagayo ani sa responsible aning prajeka. Actually, wala may labot jud daw ang Brgy ani kay sa GOVERMENT PROJECT mangud daw ni.. Pero mahog lang na sila ang obliged to follow up ani kay naa mani sa amoang brgy gud nahimotang. Gitawag naman tingali ilang attention sa Bombo pero mao lage, e forward gihapon daw ang concern sa CITY HALL!! Mao ng mangita nsad kog paagi ani para ma TV najud ni sya og makita na sa PUBLIKO!

Council told: Send report to Ombud

Nearly a year passed since a fact-finding committee released a report on their investigation of the alleged anomalous barangay projects worth P156 million that were implemented by E. M. Arante Construction.
Cebu City Mayor Michael Rama told 57 barangay captains who attended an agreement signing on barangay assistance last Friday that no one has been penalized to date.
Rama said he’s asking the City Council to act on the report he endorsed to them shortly after it was made public in August 2011.
“Until now, the council seemed to find it difficult to submit the findings to the Ombudsman-Visayas,” he said.
Vice Mayor Joy Augustus Young said he had yet to verify if the report was with the secretariat.
He said the mayor can submit the report himself to the Ombudsman-Visayas.
In last Friday’s gathering with barangay officials, Rama said he wanted to remind the council through the media to act on his endorsement so that actions can be taken.
“I cannot send it directly to the Ombudsman because the council may say that I didn’t seek authorization,” the mayor said.
Rama also warned barangay captains against mis-using the city’s financial aid for their own benefit.
“I hope it doesn’t happen that the mayor will file a case against the barangay captain,” he told the officials at the Sinulog Hall of the Rizal Library.
The city government set aside P400 million for the barangays this year.
The amount will be distributed to the barangay in amounts ranging from P3 million to P10 million depending on the size and population of the recipient barangays.
Councilor Jose Daluz III said 18 out of the 80 barangays have submitted documentary requirements for the fund release.
These requirements include the program of works and estimates of projects where they wanted the money spent and the liquidation of their 2011 assistance.
Rama said his predecessor, Rep. Tomas Osmeña of Cebu City’s south district would have wanted the city government to suspend the release of aid to barangays and let the administration implement the projects they want on their behalf.
The committee report discovered procedural lapses in the infrastructure projects implemented by Arante Construction.
Rama said he wanted barangays to continue to implement their chosen projects provided they comply with requirements.
The fact-finding team said there was no proper evaluation and determination of the capability of the beneficiaries to handle the funds and implement the projects in their areas.
Rama said the council should endorse the investigation report to the Ombudsman-Visayas for further investigation.But Young said council authority was only needed when the mayor files a complaint in court.“Rama is trying to act cute. Only when he files a case in court, that’s the time that he will need council authority,” the vice mayor said.
