query lang ko mga experts ug asa gyud gikan/padong ang hangin nga ibuga sa cooling fan sa CPU, is it from outside going into the CPU or from the CPU going out? hope my query is sensible.

if you're referring to the stock intel heatsink/fan, the air blows towards the processor and dissipated on the surrounding components (PWM, chipset, memory, etc.) because of the heatsink design.
