Best CPU specs a 40k budget can get

Good day sirs, i will be relocated to another boring place and need a gaming pc i can carry with to ease the inevitable boredom.

What's the best gaming cpu i can build at 40,000? Since dala-on man nako siya, i will be going for mini itx. Please give me your expert advices on what parts i need to get and local stores. I will buy the parts lang here in cebu before my departure this end of january. This will be purely for gaming, no plans of doing rendering.
