It doesn't look reliable. Nothing good is for free, especially tattoos. Microblading doesn't cost too much. I have been doing it for 4 years and have tried 5 different makeup artists. I can say that expensive doesn't mean good and cheap doesn't mean bad. You always should pay attention on reviews before every procedure.
