Other than the software, you need the hardware as well. Most TV tuner cards you buy these days will have a built in FM tuner as well. Just read the box before you buy.

^^Ok let me explain this more further to you in terms of how you can listen to FM stations on your PC.
Option1: Online Streaming
-More and more radio stations these days not just broadcast via the old normal airwaves but also broadcast on the web (there are even web based stations only these days). Just visit some of the sites the guys have mentioned above to give you an idea. A broadband connection is ideal for this kinda thing and you normally would need programs like Windows Media Player, Real Player, or Winamp to be able to stream their broadcast.
Just reminder though, not all FM stations stream online, and in Cebu alone.... I believe only Y101 is doing this so if you want to tune in to your local stations as you normally would on your 'Digital Clock Radio' (as Borat would say it), then goto Option 2
Option 2: The Hard(ware) Way
-As mentioned on my previous post, you just need an FM tuner card or device, plug it on your PC, install the software that comes with the card.. and whalaaaa! In no time, you'll be tuning in to local stations right from your PC.
Note: If you can't find an FM tuner card by itself on the shops, purchasing an TV tuner card normally would have an FM tuner built in with it. Just consult your friendly neighborhood IT salesman before buying.
Option 3: Podcast
-In Layman's term, a podcast is a multimedia file (mostly in MP3 format) distributed on the web for users to download so they can put in on their portable media player (eg. iPod) and listen to them when their out and about.
