Bro, Good afternoon. Patabang ta ko asa ko makakita og i5 4690 1150 diri sa cebu wala man sa cebu appliance or nutech. And naa ba mga shop diri mga mo taod daan og OS. 64bit ta ako ganahan

With monitor kanang baratohon lang. Mga tag 4k mga monitor. Asus ta akong ganahan.

Total budget 23-24k

Pang games ta ni nga build pero akong duwaon ra kay Crossfire. then dota2 pod.
Future upgrade upgrade gpu puhon mayng lawas.
Ang problem lang kay di ko kamao jod aning computer di ko kamao mo build. Basin wala mo build sa pc kung mag tagsa2 kog palit sa mga shop.
Unya nam problema pod ko sa OS 64 bit ta ako ganahan.

Dili diay na mahimo ara nalang ka mo palit nila og specs unya huwaton lang nimo mahuman og build then install OS. Di man siguro kay na madugay. 23-24k ako budget bro makaya kaha na?

Bro honestly, overkill ra ang Intel i5-4690 for Crossfire and Dota 2 ra imong duwaon, even a Pentium G or an Intel i3 CPU will do the job nicely.. Ako nlng gi stretch gmay ang GPU to GTX 750Ti for the other games nga imong duwaon aside from those you mentioned..
For 24k budget, mao ni nga specs ako ma recommend nimo instead:

Pa install ragud ko master. Nika palit pc. If mo palit siguro mahal na kaayo di na kaabot akong budget. Wapa jud koy idea ani jud. Wapa ko ka build og pc sauna. HAHA

Bro kana siyang Intel i5 is just "nice to have", especially pangutan-on ka unsa imong CPU nga gi gamit then imo itubag is Intel i5, samot na if mag Intel i7 ka! Mka ana jd cla nga "WOW", but not realizing that the performance of your PC is not just basing on your CPU. The question is, do you really need an Intel i5 CPU? The specs you posted above is what you "want" and not basing on what you "need", it will not even utilize the full power of your i5 CPU the games you mentioned above, so you don't necessarily need an Intel i5 CPU to run those games, because they are not CPU hungry games. When it comes to gaming and gaining FPS, your discrete GPU will be your main hero. The specs I recommended to you will be the best based on your budget and gaming needs.

The question is, unsaon mana imong Intel i5 kung wala kay discrete GPU and you are just using the built in graphics of your CPU so as a result, patay kaayo imong FPS gain during gaming so ang resulta LAG kaayo, mas maayo pa mag Pentium G + discrete GPU the specs I recommended to you, at least naa kay spacing for the other games you also want to play, you may not be able to run it on high settings, but at least you can play it on low-mid settings at reasonable FPS.
