I've seen the websites where you can take an old dvd burner
and harvest the laser diode... but my soldering skills aren't that adept
any store in cebu where you can just buy components?

try ac/dc, cebu advance or teknika..

btw, some components you'll need might have alternatives, like NPN transistors, diodes, ICs, etc...
better search for alternative components as well through internet.
