the only advantage that a web based system over a desktop is accessiblity. the rest like performance and security, desktop is a better option. before you decide which options to pursue weigh all the requirements first. if the system is for public consumption like a shopping cart, blogging, social networking then make it web based, but if it's for private and mostly sensitive information like Payroll or Accounting system it's better to have it on a desktop since those systems are also mostly accessed within the office and during office hours. besides you can always do remote desktop if you wish to access your system anywhere.
