The most that the gov't can do is to prosecute the perpetrators .. the prevention should be the responsibility of parents: to check always on their children, especially the girls; the would-be victims: not to trust any one, especially strangers or go with barkadas on drinking spree. As it may seemed that most gang rapes occurred during or after drinking sessions among the young and mixed groups.

I concur. a possible root cause to this is social drinking.

drinking had been very casual that sari-sari stores even sell rhum and beer to underaged customers.

alcoholic drinks to minors is regulated - yes but not practiced. in fact sari-sari stores who violate it should be penalized.

i used to lived on a place which has those kinds of sari-sari stores and an empty lot. almost every night a gang of teenagers from a nearby urban poor community gets wasted in that empty lot, singing and buffawing almost to the wee hours of the morning. when it turns suddenly quiet, most of our neighbors report of you-know-what activity. we always asked our barangay leaders to keep watch over that area. unfortunately it never was that consistent.

we are never surprised of any teenaged pregnancies in that community.

how should the local government help? ask the councilors to define problems including this one, ask them to prioritize then hold root cause analysis sessions of each problem and come out with programs. probably they do not see this as a problem... yet.

I definitely agree to this..you know it should start with the local barangay's they should monitor this area the government cant do this alone if the local concerns will not cooperate...
