They’ve also been known as some of the most expensive games to have ever come out from Japan, and Final Fantasy XII had a budget of a whopping $48 million, excluding any marketing costs. The sequel, Final Fantasy XIII is rumored to have had at least a 50% higher budget, however, this hasn’t been made official (yet).

GTA4's presentation and details not only reflect the big budget it had, it also reflected the hardwork of a large team that work on it for years.

I heard that THQ is investing an unconfirmed $60 million for its upcoming sandbox game Saints Row 3. This could be a factor as to why THQ's recent financial reports were not so rosy.

Other than that, I heard Volition (developer) is following the example Rockstar did with GTA4 - Saints Row 3 might be presented as a more realistic and visceral sandbox game complete using a more advanced graphics engine.
