    mainstream materila:

cartolina or any cardboard material that can be cut
pencil (hb or b or mongol no.2) & eraser
    masking tape
cutter (45 or much better 90 D angle) or much better Exacto Knife
spray paintÂ* (anybrand pero suggest ko og BOSNY or Pylox for cheaper)
    or
latex paint (use foam type brushes to apply the drt brushing effect)

    Pro level:

cardboard, Tee Squares (not the ruler), Frisket film, masking tape, streatch mask, artmask or plexi glas
    adhesive spray and tape
mechanical pencil 0.5 B or HB
Xacto cutter, Cutters and Stencil burners <--(u can get one in ayala for p2350)
Krylon spray paint, or just any spray paints (sometimes they use Spray guns and airbrush)

    BARATOHON:

    Karton sa Marlboro or Hope
Mongol no.2 or Crayola ( any color, pangawat lang sa mga bata para maka save)
p15 na Cutter sa national book store
    Nippon, Bosny and Pylox
    or
Bug Sprayer plus latex paint <--- (u can save by using this tool, but requires two hands to operate)

just add latex paint and delute it properly w/ water ( is say 3parts latex 1 1/2 part water better if its warm water)

"outlaw" =rebellious, vicious animal, fugitive criminal or somebody w/o legal rights hmmm..?.
"vandal" mean somebody who intentionally defaces or distroy somebody else property?
i dont think ur not in the right word to discribe ur question.
    Or
the right word to call that to the Stencil graffiti artist
