ummm... unsa ang pros and cons sa charter change... unsa ang pros sa usa ka fedaralist form of government...
will not a federalist form of government reinforce political dynasty?
and regionalism also?

para nko good governance ang kahinanglan dili charter change-- transparency and accountability... charter change will solve some prob but not all and create new ones...
