is it legal for employers to withheld tax of their employees a lot?

i mean... dba tax is 11%? my tax withheld is like 24%!! its outrageous!!

naa nay computation ang taxes.naa man na sya basehan nga table.daghan man na factors like pila imong basic rate ug pila sad imong dependents.for example mag basic ug 17,099 then single.ang tax ana is 1,757.85.pero kung naa na syay dependent nga usa 1,400 plus nalang ang tax.

the higher your gross pay, the higher your tax %... that is why there are lots of tax evaders in the news... imagine if you have a big salary already, 32% of that will go to tax
