yah, they're right. In addition, possible cause are 1. missing cmd.exe 2. corrupted cmd.exe 3.No path to the %systemroot%\system32. 4. A trojan created a cmd.com in the %systemroot%\system32 to override the cmd.exe call once you executed the cmd command.
