how to check our electricity if its ok!?

how do we check/test if our electricity/outlet is clean? that is without noise/spikes and such?

Stavol 500watts...tag 1,800php ra.
Kanang mga hugaw sa AC line,ma-filter rana sa mga capacitors sa primary section sa psu paired with a good quality AVR.
Ang importante sa ato pc parts is ang filtering sa secondary section ug pag-regulate sa 12V,5V,3.3V rail...
